Delegate Tran Hoang Ngan (Ho Chi Minh City Delegation) said that currently, the economic situation is showing signs of decline. In the first 4 months of 2023 alone, the number of businesses withdrawing from the market increased by 25%, the number of newly registered businesses decreased by 2%.
Analyzing the current situation, Mr. Ngan cited the report of the Vietnam General Confederation of Labor and the Ministry of Labor, War Invalids and Social Affairs that the number of workers who have lost their jobs or had their working hours cut recently is very large, about more than 500,000 workers. If the economy grows below 3%, unemployment will increase and social security will be greatly affected.
According to the delegate, up to now, after 1.5 years of implementing Resolution 43, we have only disbursed 87,300 billion VND out of the total package of 301,000 billion VND (accounting for 29%). Meanwhile, this package is only valid for 2 years, the time left to implement the resolution is not much.
Therefore, the delegates proposed that the Government submit to the National Assembly a more urgent support package to ensure social security, support workers, policy families, families with relatives who died in the COVID-19 pandemic...
"Currently, domestic and global demand is declining. Supermarkets are offering many promotions but few people buy, so revenue is difficult," he cited.

Delegates supported the National Assembly to select the supervision topic on "Implementation of Resolution No. 43 of the National Assembly on fiscal and monetary policies to support the Socio-Economic Recovery and Development Program and resolutions of the National Assembly on a number of important national projects until the end of 2023 and related previous and subsequent periods." However, if we wait until the 2024 supervision period to complete and propose solutions and supplements, it will be too late.
Regarding the fiscal policy in Decree 43, delegate Nguyen Quang Huan (Binh Duong Delegation) said that this fiscal and monetary package can be applied to the next salary increase period. If the salary increase for officials and civil servants is not satisfactory without accompanying policies, it could lead to inflation.
According to him, the salary increase will cause anxiety for some voters and people that not getting a salary increase will affect their lives. On the other hand, there needs to be a fiscal and monetary policy similar to Resolution 43 so that the salary increase will be sustainable and stimulate economic development, creating peace of mind for officials and civil servants.

It is expected that the National Assembly's supervision program in 2024 will select 4 topics for the National Assembly to consider and decide on 2 topics for supreme supervision, the remaining 2 topics will be assigned to the National Assembly Standing Committee to organize supervision:
Topic 1: Implementation of Resolution No. 43 of the National Assembly on fiscal and monetary policies to support the Socio-Economic Recovery and Development Program and resolutions of the National Assembly on a number of important national projects until the end of 2023 and related previous and subsequent periods.
