On the afternoon of April 21, Deputy Prime Minister Bui Thanh Son, Head of the National Steering Committee 389, chaired the National Conference to review the work of the first quarter of 2025 and deploy the directions and tasks for the coming time of the National Steering Committee 389.
Member of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee Le Trong Yen chaired the conference at Dak Nong bridge.
Speaking at the conference, Deputy Prime Minister Bui Thanh Son emphasized that in the first months of the year, the situation of crime and law violations in the production and trade of counterfeit goods, goods of unknown origin, and smuggling... continued to be complicated.
Notably, subjects take advantage of the strong development of e-commerce, social networks, express delivery services, and post offices to produce and transport goods of unknown origin, counterfeit goods, poor quality goods, and goods that infringe intellectual property rights, with increasingly sophisticated tricks.
Subjects also take advantage of the open policy in import-export procedures to smuggle and illegally transport high-value, easy-to-transport goods such as: foreign currency, gold, diamonds, modern medicine, cosmetics, functional foods, electronics, refrigeration, drugs, goods violating intellectual property rights, etc.
In addition, taking advantage of simple procedures for goods in transit, border transfer, temporary import for re-export, bonded warehouse storage, false declaration of quantity, value... to legalize infringing goods, mix them with imported goods, causing difficulties for management.

Some subjects also use commercial legal entities to produce and trade counterfeit and poor quality goods. E-commerce platforms such as Shopee, Tiktok shop, Lazada, Tiki... are also exploited to advertise and trade in smuggled goods, counterfeit goods, banned goods, goods that infringe intellectual property rights, poor quality goods, and goods of unknown origin.
In the first quarter, illegal transportation of prohibited goods such as drugs, firecrackers, foreign cigarettes, smuggled goods, goods of unknown origin, counterfeit goods, poor quality goods emerged nationwide...
Notably, the authorities discovered and arrested 6,754 cases of trading and transporting prohibited and smuggled goods, up 74.51% over the same period; 22,774 cases of trade fraud and tax fraud, down 11.06% over the same period; 1,113 cases of counterfeit goods and intellectual property violations, down 20.90% over the same period...
In the first quarter of 2025, the whole country arrested and handled 30,651 cases of smuggling and trade fraud, down 0.77% over the same period; collected more than 4,616.7 billion VND for the State budget, up 59.45% over the same period; prosecuted 1,328 cases, with 2,046 subjects.
