Attending the meeting were comrades: Do Van Chien, Politburo member, Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front; Nguyen Hoa Binh, Politburo member, Permanent Deputy Prime Minister; Deputy Prime Minister Tran Hong Ha, Deputy Prime Minister Le Thanh Long; leaders of ministries, branches and central agencies.
The Ministry of Labor, War Invalids and Social Affairs said that according to statistics reported by provinces and cities according to criteria set by the Ministry of Construction, up to now, the number of houses remaining in need of support is 153,881, including 106,967 newly built houses (68,565 poor households, 38,402 near-poor households), 46,914 repaired houses (27,188 poor households, 19,726 near-poor households). Currently, Hanoi city and Ba Ria-Vung Tau province no longer have temporary or dilapidated houses.
The additional funds needed to eliminate temporary and dilapidated houses for poor and near-poor households are about 6,522.877 billion VND. Of which, the funds mobilized at the launching ceremony of the emulation movement nationwide to eliminate temporary and dilapidated houses by 2025 on April 13, 2024 in Hoa Binh is 320 billion VND; local funds have mobilized 44.178 billion VND. The support level is 50 million VND for households building new houses and 25 million VND for households repairing houses, equal to the current support level from the Fund for the Poor.
According to Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung, the above is the number of houses needing support in addition to the Housing Support Program for People with Meritorious Services to the Revolution in the period of 2021-2025 and housing support for people in 3 national target programs (including the socio-economic development program for ethnic minority and mountainous areas).
The Minister added that the first phase of the Housing Support Program for Meritorious People has been completed with about 500,000 houses (costing about 11,000 billion VND); the next phase will soon be implemented according to the National Assembly's Resolution, with a preliminary scale of about 200,000 houses, using the state budget.
Housing support for people under national target programs is on a scale of about 130,000 houses, of which about 50,000 houses have been completed so far, and about 80,000 houses need to be completed in the coming time, also from the state budget.
In his concluding remarks, Prime Minister Pham Minh Chinh said that the emulation movement "Joining hands to eliminate temporary and dilapidated houses nationwide in 2025" launched in April 2024 has initially been implemented effectively. The Prime Minister acknowledged and commended the forces that have pioneered in implementing the movement, such as the Ministry of National Defense, the Ministry of Public Security, the Vietnam Fatherland Front, etc.
In addition, the implementation of the movement shows that it is necessary to continue to innovate the way of doing things, assign more specific tasks, and mobilize the entire political system to complete the goal of eliminating temporary and dilapidated houses nationwide by the end of 2025, to celebrate the 14th National Congress of the Party, the 95th anniversary of the Party's founding, the 80th anniversary of National Day, and the 50th anniversary of the liberation of the South and national reunification.
The Prime Minister shared that through the leadership, direction, monitoring of the situation and recent field surveys, it has been shown that, along with the support of the State, it is necessary to strongly promote the spirit of self-reliance, self-reliance, and self-care of the people, along with the help of neighbors, relatives, socio-political organizations, such as youth, women, farmers, veterans, etc. Thanks to that, there are near-poor households that the State only supported more than 50 million VND but have been able to build solid houses worth more than 200 million VND, as the reality in Hoa Binh that the Prime Minister witnessed.
The Prime Minister said that the important lesson is to mobilize the entire political system to participate in the most effective way, promoting the initiative and creativity of ministries, branches, localities and families benefiting from the policy; reducing intermediaries; thereby implementing quickly, substantially and effectively, preventing negativity, corruption and loss, so that people can truly benefit.
When the program was launched, it was estimated that there were about 170,000 temporary and dilapidated houses in need of repair and new construction, and now there are about 153,000 houses left. The Prime Minister emphasized that the goal in 2025 is to complete all three contents: (i) support housing for people with meritorious services; (ii) support housing for people under national target programs; (iii) repair and build 153,000 new houses in the movement to eliminate temporary and dilapidated houses for poor and near-poor households.
The Prime Minister assigned the Ministry of Public Security and the Ministry of Labor, War Invalids and Social Affairs to coordinate and review data and information on households in need of support based on the national population database.
The motto is State support, people are the masters, the Party leads, the State manages, the Vietnam Fatherland Front, and socio-political organizations support, calling on people and businesses to participate in support with the spirit of the whole country joining hands, "whoever has something helps, whoever has contributions contributes, whoever has money contributes, whoever has little contributes little, whoever has a lot contributes a lot".
Regarding implementation, the Prime Minister stated that it is necessary to establish a Steering Committee headed by the Prime Minister to direct the implementation of all three contents nationwide: (i) housing support for people with meritorious services, (ii) housing support for people according to national target programs, (iii) eliminating temporary and dilapidated houses for poor and near-poor households.
The Chairman of the Central Committee of the Vietnam Fatherland Front and the Permanent Deputy Prime Minister of the Government shall act as Deputy Head of the Steering Committee; the Minister of Labor, War Invalids and Social Affairs shall act as Permanent Deputy Head of the Steering Committee; members shall be ministers, leaders of ministries, ministerial-level agencies, and agencies under the Government.
Regarding resources, the Prime Minister stated that it is necessary to mobilize diverse resources from State resources (agencies need to urgently report to competent authorities for consideration and decision); socialized resources (including financial contributions, labor, goods, materials and other forms of assistance such as transportation, construction, etc.); resources from the efforts of policy beneficiary families themselves; resources from villages, relatives, etc. and the support of people and businesses across the country.
The Prime Minister also pointed out the method that the Central and local governments work together, the State, enterprises and people work together. The Steering Committee will assign specific tasks based on the report of the Ministry of Labor, War Invalids and Social Affairs. At the localities (provinces, districts, communes and villages), the Party Committee secretaries will directly lead and direct. Press and media agencies will develop and implement plans and promote communication on this content.
Proposing to launch a 450-day and night campaign to complete the elimination of temporary and dilapidated houses for people nationwide, the Prime Minister emphasized that with high determination, great efforts, drastic actions, focus, and finishing each task, clearly assigning people, tasks, time, responsibilities, and products, we are determined to eliminate temporary and dilapidated houses for people nationwide by December 31, 2025 at the latest.
