On the morning of October 30, continuing the 6th session of the 15th National Assembly, the National Assembly conducted supreme supervision of the implementation of the National Assembly's resolutions on national target programs on new rural construction for the 2021-2025 period, sustainable poverty reduction for the 2021-2025 period, and socio-economic development in ethnic minority and mountainous areas for the 2021-2030 period (referred to as the 3 national target programs).
Reporting the results of the supervision to the National Assembly, Chairman of the Ethnic Council Y Thanh Ha Nie Kdam, Deputy Head of the supervision delegation, said that the supervision delegation conducted direct supervision of the Government, 11 ministries, branches and 15 provinces representing regions and levels of beneficiaries of the programs; organized many working sessions with ministries, branches and the Government; made maximum use of audit and inspection results and opinions of ministries, branches and localities.
Achieving the new rural program's goals is "very difficult"

Regarding the new rural construction program, Mr. Y Thanh Ha Nie Kdam said that as of June 30, the whole country had 6,022 communes (73.65%) meeting new rural standards, 1,331 communes meeting advanced new rural standards and 176 communes meeting model new rural standards.
There are 263/644 district-level units (40.8%) recognized as completing tasks/meeting new rural standards. 19 provinces and centrally-run cities have 100% of communes meeting new rural standards (of which, 5 provinces have completed the new rural program).
However, the Chairman of the National Assembly's Council of Ethnic Minorities also said that the implementation of the program has many limitations. The slow allocation of development investment capital from the central budget and the high counterpart rate have caused difficulties for some localities, especially poor provinces.
The disbursement progress of the central budget capital in 2022 and the period 2021 - 2025 is still slow compared to the requirements, especially career capital, by June 30, only 9.17% of the year's capital plan had been disbursed.
"The results of new rural construction are not uniform and not really sustainable; some localities lack determination and show signs of slowing down in directing the implementation of new rural construction," said Mr. Y Thanh Ha Nie Kdam, adding that achieving the goals of the 2021-2025 period of the new rural program is "very difficult".
Only interested in assessing the reduction of poverty rate
Regarding the poverty reduction program, Mr. Y Thanh Ha Nie Kdam said that in 2021, the poverty rate decreased by 0.52% compared to 2020. Although this rate has not yet reached the target assigned by the National Assembly, in the context that the whole country is heavily affected by the Covid-19 pandemic, economic growth is only at 2.58%, the lowest in the past 30 years, the poverty reduction result is also a recognized effort.

In 2022, the poverty rate decreased by 1.17% and is estimated to decrease by 1.1% in 2023, the poverty reduction rate of ethnic minorities decreased by over 3%, achieving and exceeding the set target.
However, similar to the new rural program, the allocation of the central budget to implement the poverty reduction program is still slow. The disbursement of the central budget in 2022 (up to January 31) only reached 35.63% of the plan.
Disbursement of public investment capital in 2022 extended to 2023, reaching 53% of the plan; disbursement of central budget funds in 2023 to June 2023 reached 6.53%; disbursement of convention investment capital to August 31 reached 31.9% of the plan.
Besides, in poor districts, only the reduction in the poverty rate is considered, not the actual increase in annual per capita income.
"The annual poverty reduction results have not fully reflected the impacts of the program," Mr. Y Thanh Ha Nie Kdam emphasized, saying that it is largely due to the impact of regular poverty reduction policies, social policy credit, people's self-reliance and the impact of other socio-economic development and social security policies of the State.
The actual life of the people is still full of difficulties.
Regarding the national target program for socio-economic development in ethnic minority and mountainous areas, Mr. Y Thanh Ha Nie Kdam said that the central budget has been fully allocated to localities, ensuring compliance with current regulations. Localities allocate budgets in accordance with the criteria, norms and instructions of the central government.
Disbursement in 2023 has improved, especially public investment capital. Disbursement of central public investment capital by June (including 2022 capital extended to 2023) reached 22%, estimated to reach 52% by September, many localities disbursed over 60%.

The program's limitations are still the slow allocation of central capital, the difficulty in mobilizing resources from businesses, individuals and people's contributions, achieving lower results compared to previous years. In addition, the disbursement results are low. From 2022 to June 2023, only about 18.9% of the plan for the whole period was disbursed.
According to the report, the program has so far achieved and exceeded many of its targets, but according to Mr. Y Thanh Ha Nie Kdam, in reality, the lives of ethnic minorities still face many difficulties, socio-economic development is slow; the rate of poor, near-poor households and the risk of falling back into poverty is high; the gap between rich and poor tends to increase.
"The possibility of achieving an average income that doubles compared to 2020, reducing the number of extremely disadvantaged communes by 50%, completing targets on lack of residential land, production land, population planning and many other targets by 2025 in ethnic minority areas according to the program's goals is very difficult," said Mr. Y Thanh Ha Nie Kdam.
There is a situation of shirking responsibility.
Assessing the causes, Mr. Y Thanh Ha Nie Kdam said that, in addition to objective causes, the first implementation of the mechanism, management, and general direction of 3 national target programs and the implementation of the National Assembly's innovation principles (implementation with focus, key points, increased decentralization to localities and many other requirements on innovation of management mechanisms, content of policy-making approaches, etc.) inevitably led to difficulties and confusion in direction and implementation.
Besides, the practical capacity of a number of cadres and civil servants in advising, drafting documents and policies, managing and organizing the implementation of programs is still limited in quantity and quality, especially at the district and commune levels in ethnic minority and mountainous areas.
"There is a situation of shirking, avoiding, and fear of responsibility among some cadres and civil servants in performing their duties, especially the legal basis for implementing some policies is not yet clear and consistent," the Chairman of the Ethnic Council emphasized, adding that the coordination between some local agencies, ministries, and sectors is not tight, and the approach to building programs is not really appropriate... are also the reasons why the three national target programs have not been achieved.
