Ministry of Health: Support couples who have two children to buy social housing

In the petition of voters of Ho Chi Minh City before the 7th session of the 15th National Assembly, voters suggested specific measures to increase the birth rate in urban areas, to prevent population aging and thus lead to a shortage of labor in the near future.

Responding to this issue, Minister of Health Dao Hong Lan said that a prolonged low birth rate will leave many consequences such as rapid population aging, labor shortage, and impact on social security. The trend of decreasing birth rates, in addition to the impact on population size, also leads to a decrease in the proportion of children under 15 years old and an increase in the proportion of the elderly.

The Government has issued a decision approving the program to adjust birth rates to suit regions and groups by 2030. This includes adjusting and perfecting support policies and encouraging having two children, such as:

Abolish regulations of organizations, agencies, units, and communities related to birth reduction goals, criteria for reducing third and more children...

Amend and supplement support policies to encourage couples to have two children.

At the same time, local authorities research and issue measures to support couples who have two children.

In particular, some support and encouragement contents need to be piloted such as consulting support, providing marriage and family services, developing lifelong friendship clubs, encouraging men and women to get married before the age of 30...

Build an environment and community suitable for families with young children. Focus on planning and building childcare centers and kindergartens suitable for mothers' conditions, especially in economic zones, industrial zones and urban areas.

Support and encourage couples with two children to buy social housing, rent houses, give priority to public schools, support children's education costs...

The Ministry of Health has also studied to include some of the above support and encouragement contents in the draft Population Law, expected to be submitted to the National Assembly for approval in October 2025.
