The Ministry of Health proposes that the Government pay attention to and issue policies and regimes for treatment and attraction of human resources in the health sector. In particular, the Ministry proposes to study a number of support policies for medical students equivalent to those in the pedagogical sector.

The health sector achieved 3/3 of the assigned targets.
Minister of Health Dao Hong Lan said that in 2024, the world situation will continue to develop in a complex and unpredictable manner; climate change, natural disasters, storms, floods, epidemics, and non-traditional security issues will impact all sectors and fields, including the health sector.
However, the health sector has completed 3/3 of the main socio-economic targets for 2024 assigned by the National Assembly, exceeding 2 assigned targets on the number of doctors/10,000 people (reaching 14 doctors/10,000 people) and the number of hospital beds/10,000 people (reaching 34 beds/10,000 people), and achieving the target on the rate of population participating in health insurance (reaching 94.1%).
At the conference, Deputy Prime Minister Le Thanh Long affirmed that the Party and State always pay special attention to leadership and direction of investment in the development of the health sector.
The Deputy Prime Minister said that the health sector will face many challenges in the coming year, such as changes in the disease structure; the epidemic situation in the world is becoming more and more complicated, unpredictable, and difficult to respond to; the population is increasing; the population is aging; the people's health care needs are increasingly high and diverse...
Therefore, the Deputy Prime Minister requested the Ministry of Health to continue performing its tasks, closely monitoring the situation of epidemics; improving forecasting and warning capacity. Proposal for support for medical students
According to the report of the Ministry of Health, in 2025, the Ministry of Health will send to the Government and ministries 8 proposals and recommendations to improve the quality of health care for people.
In particular, the Ministry of Health recommends that the Government pay attention to directing and promulgating policies and regimes for treatment and attracting human resources in the medical sector. Direct relevant agencies to research and approve a number of treatment and attraction policies equivalent to those in the pedagogical sector, such as medical and pharmaceutical students receiving State support for tuition fees equal to the tuition fees of the training institution where they study; support for paying living expenses during their time studying at school.
According to current regulations, teacher training students are supported with tuition fees equal to the tuition fees charged by the teacher training institution where they study. At the same time, they are supported with 3.63 million VND/month to cover living expenses during their time studying at the school.
According to statistics from the Ministry of Health, the country has 214 health personnel training institutions, including 66 universities, 139 vocational training institutions, and 9 research institutes with doctoral training. The Ministry of Health manages 22 schools and institutes. The number of doctors graduating in 2023 is 11,297; the number of pharmacists graduating is 8,470 and the number of nurses graduating is 18,178.
The Ministry of Health also assessed that the quality of medical staff training has not met practical needs, and has not yet strengthened and supplemented specific policies for medical staff training. The number of medical students and postgraduates has increased many times, but the number of hospitals for practice has hardly increased. Opportunities for students and trainees to interact with patients have decreased significantly.
The solution proposed by the Ministry of Health is to continue to develop regulations related to the specifics of medical human resource training to perfect the institution to create a legal environment for implementing innovation in medical human resource training.
Strengthen inspection, supervision, and quality assurance of medical human resource training, promptly correct and direct the training and continuous training of medical staff to ensure the quality of medical human resource training.
At the same time, gradually strengthen training and improve the quality of medical human resources at lower levels, in remote, isolated and disadvantaged areas through training and sending young doctors to disadvantaged areas.
In the proposal submitted to the Government, the Ministry of Health also requested approval of a plan to resolve difficulties and obstacles for the second facility project of Bach Mai Hospital and Viet Duc Friendship Hospital. The two hospitals should be put into operation soon to serve the health care needs of the people.
