Ministry of Culture speaks out about Meritorious Artist Do Ky being shocked because he 'slipped' the title of People's Artist

A representative of the Department of Organization and Personnel (Ministry of Culture, Sports and Tourism) said that on February 28, 2023, the State Council issued Document No. 23/TTr-HDNS10 on the proposal to consider awarding the title of People's Artist for the 10th time to the Prime Minister (through the Central Emulation and Reward Committee), including the proposal file for awarding the title of People's Artist of Meritorious Artist Pham Do Ky.

The Central Emulation and Reward Committee has issued Notice No. 3211/TB-BTĐKT dated November 1, 2023 to the Ministry of Culture, Sports and Tourism - the standing agency of the State-level Council, announcing the results of the appraisal of the dossier proposing the award of the title of People's Artist for the 10th time, in which it submitted to the Prime Minister to temporarily leave the dossier proposing the award of the title of People's Artist of Meritorious Artist Pham Do Ky because the individual submitted a petition and was not eligible for the award of the title of People's Artist.

Pursuant to the Notice of the Central Emulation and Rewards Committee, the Ministry of Culture, Sports and Tourism sent an official dispatch to the Grassroots Council of the Department of Performing Arts to notify the dossier of Meritorious Artist Pham Do Ky in accordance with the content of the Central Emulation and Rewards Committee's announcement of the dossier appraisal results.

Regarding the handling of the petition related to the file of Meritorious Artist Pham Do Ky, the representative of the Department of Organization and Personnel said that the verification of the petition information was carried out in accordance with the regulations and procedures issued by the Government Decree. All of these procedures are transparent in terms of information.

"The Councils at all levels are very careful when reviewing each individual's profile. Anyone who has a petition will form a Council to specifically review and verify it. Whoever has a petition, what kind of petition, about what issues, will be specifically reported to the Council and carefully considered.

There is absolutely no way that any artist with a petition would have their file left behind. That is, before submitting it to the Central Emulation and Reward Committee, the Councils at all levels had completely resolved the petition related to Meritorious Artist Do Ky. Considering that the file meets the conditions to propose for the title of People's Artist," said a representative of the Department of Organization and Personnel.

The Department of Organization and Personnel said that after the Ministry of Culture, Sports and Tourism sent an official dispatch to the Department of Performing Arts to notify about the file of Meritorious Artist Pham Do Ky, the notification of the results and explanation to Meritorious Artist Do Ky when the file was stopped was the authority and responsibility of the Department of Performing Arts.

On the morning of November 22, sharing with VietNamNet, Meritorious Artist Do Ky felt shocked and sad when he received a document announcing that his application for the title of People's Artist had been "rejected".

"I am lucky to have a job I love and work hard for, not to be greedy for fame and fortune, but there are still people who are jealous and envious. The document shocked me because it was the first time someone showed interest in me through a petition at such a sensitive time. In my 40 years in the profession, I have never been in a position to have the right to decide anything. And yet now someone is sending a petition," Meritorious Artist Do Ky expressed.

Meritorious Artist Do Ky said that this announcement affects his reputation and honor, so he will investigate the matter thoroughly.

"I have been sued or complained about, but no one has told me what the content is. Now I want to know what the content is and who should I contact to clarify the content of the petition? If the content of the petition is not true, is the petitioner guilty of slander?

This is not simply a matter of stopping the application for the title of People's Artist, but also my honor and reputation. I am completely unsatisfied with the document that the Department of Performing Arts sent me," said Meritorious Artist Do Ky.

Meritorious Artist Do Ky said that his profile had passed many rounds, if there was any violation that required handling, the Department of Performing Arts - the grassroots council - would not have reviewed and submitted his profile to the ministerial council.

"I am very confused as to why, when receiving a complaint from someone, the authorities did not contact me to hear my explanation and clarification. That makes me raise many questions about the transparency in the review process," said Meritorious Artist Do Ky.

Meritorious Artist Do Ky held the position of Deputy Director of the Vietnam Drama Theater from 2001 to 2008, and staged a number of the Theater's typical plays such as: Blue Chrysanthemums on the Swamp (1999), Looking for What's Not Lost (2003), Soldier's Trifles (2005)... Most recently, in 2022, the male artist staged Thien Menh - a play that caused a big stir in the theater world.
Since 2008, Meritorious Artist Do Ky has been working at the Department of Performing Arts. In 2022, Meritorious Artist Do Ky will officially retire according to the regime.
