Ministry of Culture disagrees with proposal to reward viewers for discovering film violations

The valuable points that made the success of 'Peach, Pho and Piano'

At the regular press conference of the first quarter of 2024 of the Ministry of Culture, Sports and Tourism, Director of the Department of Cinema Vi Kien Thanh mentioned the success of the film .

According to him, there are three reasons why historical film revenue is high.

First , the film is well-produced and has a cast of actors who perform their roles well.

Second , the film received support from the media and online community even though no money was spent on promotion and distribution.

Third , the film was released in theaters at a favorable time after the Tet holiday, a time when other content such as family life and society is saturated.

Regarding the break-even revenue of Dao, Pho and Piano , the leader of the Cinema Department analyzed: The film was sold at half the normal ticket price. If the film was sold at the normal ticket price, under favorable release conditions, Dao, Pho and Piano could have made a profit of 21 billion VND instead of breaking even.

Discussing the issue of releasing films ordered by the State in the near future, Mr. Vi Kien Thanh said that predictions about the audience going to the cinema is a challenge for filmmakers and an extremely difficult problem that no one has solved yet.

Even the release of Dao, Pho and Piano is part of a trial release of some State-ordered films outside the theater system of the Ministry of Culture, Sports and Tourism to see the box office revenue of these films. During the trial, there was also the film Hong Ha Nu Si and 6 other animated films, but only Dao, Pho and Piano achieved high revenue.

“The films ordered by the State are used for domestic and foreign film weeks, shown on television, served to the people for free, serving political tasks, not being finished and then stored as some opinions in the press have suggested. The film weeks all use films invested in by the State, not products from private entities because the State does not have the funds to buy copyrights,” said Mr. Thanh.

Mr. Thanh added that the Department has proposed to assign the National Cinema Center to be responsible for distributing films ordered by the State; at the same time, it has proposed to develop a Decree on film distribution and dissemination, in which some related problems will be resolved. The Decree is expected to be issued by the end of 2024.

Regarding the issue of movies being shown on the Internet, including many nonsense movies, Mr. Vi Kien Thanh said that according to current regulations, only movies shown in theaters are allowed to be produced under the pre-control regime (licensing for distribution). Movies shown on the Internet are subject to the post-control regime, and distributors are responsible for classifying movies and displaying warnings to viewers. However, currently, the Cinema Department only has 10 people in charge of controlling movies on the Internet, and all of them are part-time. Each day, there are 2 shifts, each shift has 5 people, so it is impossible to watch everything.

Mr. Thanh said that the Cinema Department has developed regulations and proposed to reward 200,000 VND and a certificate for audiences who discover films with violations, especially films with illegal nine-dash lines, and report them to the Cinema Department. However, the Ministry of Culture, Sports and Tourism did not agree with this proposal.
