Ministry of Culture announces list of films penalized for embedding the nine-dash line

The Ministry of Culture, Sports and Tourism (MOCST) has just issued a document responding to the petition of Hanoi voters regarding the organization of appraisal and licensing of foreign films to be shown online on social networking platforms.

Responding to this issue, Minister of Culture, Sports and Tourism Nguyen Van Hung said that the appraisal and licensing of foreign films to be shown online on social networking platforms is clearly stipulated in Clause 2, Article 21 of the Cinema Law and Article 12 of Decree No. 131/2022/ND-CP dated December 31, 2022 of the Government detailing a number of articles of the Cinema Law on conditions for classifying films for dissemination on cyberspace.

Minister of Culture, Sports and Tourism Nguyen Van Hung said the appraisal and licensing of foreign films to be shown online on social networking platforms is clearly stipulated in the Cinema Law.

"Before disseminating films on cyberspace, it is necessary to ensure the conditions for film classification according to Government regulations and be responsible before the law for the content and results of film classification. In case the conditions for film classification are not yet ensured, the Ministry of Culture, Sports and Tourism or an agency authorized by the Ministry of Culture, Sports and Tourism shall request the classification of films that have not been granted a Film Classification License or a Broadcasting Decision according to the prescribed procedures," Clause 2, Article 21 of the Law on Cinema clearly states.

Article 12 of Decree No. 131/2022/ND-CP also clearly states that entities disseminating films on cyberspace are only allowed to disseminate films with a Film Classification License or Broadcasting Decision in accordance with the provisions of law.

After discovering the violation of Wind Direction, the Cinema Department requested that film screening platforms remove the film within 24 hours.

For films that have not been granted a Film Classification License, they must be classified according to regulations, or must be self-classified by qualified entities before dissemination. The entity disseminating the film must notify the list of films to be disseminated and the results of the film classification to the Ministry of Culture, Sports and Tourism before disseminating the film on cyberspace.

Faced with the situation of many illegal films being widely shown on the internet and social networks, the Ministry of Culture, Sports and Tourism has established a Working Group to manage the dissemination of films on cyberspace to prevent this. One of the main and regular tasks of the Working Group is to check the content of films, classify films, and display the results of classifying popular films on cyberspace.

These are products with illegal content and images of the nine-dash line, affecting the cultural security and national sovereignty of Vietnam of the subjects.

The head of the Ministry of Culture, Sports and Tourism affirmed that he will continue to propagate and disseminate, combine with appraisal and grant of film classification licenses in accordance with the provisions of law, maintain regular inspection and post-inspection of film classification content and results, display warnings and coordinate with relevant agencies to strictly handle violations.
