On the afternoon of October 28, Minister of Natural Resources and Environment (MONRE) Do Duc Duy explained and clarified a number of issues raised by National Assembly deputies.
Minister of Natural Resources and Environment Do Duc Duy said there was a huge difference between the starting price and the winning auction price, showing signs of speculation, price inflation, and creating high price levels in some localities.
Regarding the auction of land use rights, Minister Do Duc Duy said that recently, in some localities, auctions of land use rights have had a very large difference between the starting price and the winning price, with signs of speculation, price inflation, and creating a high price level as mentioned by delegates; this affects the healthy development of the real estate market.
Following the Prime Minister's direction, the Ministry of Natural Resources and Environment has inspected and reviewed and found that there are a number of reasons leading to the above situation. Among them, the establishment and publicization of planning for urban and housing development areas have not been carried out systematically, publicly and transparently, creating opportunities for subjects to take advantage of land speculation.
Minister Do Duc Duy said that some subjects participating in land auctions do not really have a need for residential land or housing, but mainly for the purpose of speculation and price manipulation by pushing up prices, inflating prices and immediately reselling the land that has just won the auction to make a profit or create a virtual price level for the surrounding area.
In particular, after the auction, some auction winners have not paid land use fees on time according to auction regulations, showing signs of abandoning deposits.
According to the commander of the Ministry of Natural Resources and Environment, some localities lack initiative in creating land funds for auction, leading to people's need for land and housing not being fully met for a long time.
In addition, there are cases where localities use land prices in the current land price list that have not been adjusted in time, much lower than the actual land price level, as the starting price, leading to a large difference between the winning auction price and the starting price, which also attracts many bidders to make a profit.
To overcome the shortcomings in the auction of land use rights, in addition to strictly implementing the provisions of the Law on State Property Auction, the Land Law, the Price Law and related laws, the Commander of the Ministry of Natural Resources and Environment requested that localities, when organizing land auctions, need to publicize planning, land use plans, construction planning, and urban planning.
At the same time, the land price in the land price list should be reasonably adjusted as a basis for calculating the starting price. In the auction regulations, Minister Do Duy said that it is possible to stipulate a shortening of the time for payment of winning bids and to add regulations on public disclosure of cases of winning high bids but forfeiting deposits to limit subjects taking advantage of land auctions to profit, inflate prices, and disrupt the real estate market.
In addition, according to him, it is necessary to have measures to ensure the supply of housing real estate and land at reasonable prices, suitable for the accessibility and affordability of the majority of people with real needs, to overcome the imbalance of supply and demand in the real estate market, including products auctioned for land use rights.
Minister Do Duc Duy also noted the need to strengthen inspection and examination, and propose strict handling of violations in land use auctions according to regulations.
