On the morning of August 21, raising questions, delegate Trinh Minh Binh (Vinh Long) asked the Minister of Home Affairs to inform him of any solutions in the coming time to advise the Government on how to resolve the regime for redundant cadres, civil servants, public employees, and non-professional workers at the commune level due to the rearrangement of administrative units at the district and commune levels (merging districts and communes).
The funding source to solve the redundant policy regime is very large.
Answering this question, Minister of Home Affairs Pham Thi Thanh Tra said that in the period of 2023 - 2025, when it is expected to reorganize 47 district-level units, 13 units will be reduced; 1,247 commune-level units, 624 commune units will be reduced.
Accordingly, it is expected that the number of redundant cadres and civil servants will be about 21,800 people, of which the district level is expected to have a surplus of 1,200 people, the commune level is about 13,100 people and the surplus of non-professional cadres at the commune level is 7,100 people.
This surplus of staff needs to be resolved completely by 2030.
Minister Tra added that the ministry has advised on issuing Resolution 29 on streamlining staff, which includes a separate amount for arranging redundant cadres and civil servants when merging districts and communes.
In addition, 46/54 localities in the reorganization area have had resolutions from the People's Council to provide additional support in addition to the general regulations of the Government.
"Thus, the funding source for localities to resolve this redundant policy regime is very large.
For localities that balance their own budgets, they must balance and arrange funding sources to arrange surplus staff according to Government decrees as well as resolutions of their provincial People's Councils.
As for localities that cannot balance their own budgets, the Ministry will compile a report to the Government to allocate budget to pay for the funding source to implement staff streamlining, including implementing a surplus policy for cadres, civil servants, and non-professional workers at the district level, especially at the commune level," said Ms. Tra.
The Minister of Home Affairs requested that localities urgently synthesize to resolve the issue. If they quit immediately within 12 months, they will receive a large amount of funding so that redundant officials and civil servants can be ready and qualified to find new jobs.

Answering this question, Minister Pham Thi Thanh Tra said that Resolution 22 of the 12th Central Executive Committee clearly states the need for a strategy to develop cadres, especially attracting excellent students and talented people to the public sector.
Along with that, the Politburo also has conclusion 86 and the Government also has decree 140.
According to the minister, by 2021, the country will attract 2,891 excellent students and young scientists, of which 1,100 will be at the central level and the remaining 1,791 will be at the local level.
“Localities have also developed very specific policies to attract excellent students and talented people into the public sector.
After Decree 140, in 2022-2023 alone, the whole country continued to attract 584 people, of which 170 were from the central government and 414 were from the local government.
However, compared to the desire and requirement to attract excellent students and talented people to the public sector, the demand is very large but the reality is still difficult," Minister Tra said.
Therefore, the Minister emphasized that the Ministry of Home Affairs is consulting, based on the strategy to attract talented people to the public sector until 2030, to concretize it into a decree to attract and employ talented people in the public sector.
The ministry is currently finalizing the decree, which integrates Decree 140 to create more space to attract excellent students, young scientists, and talented people into the public sector.
