On the morning of October 31, the National Assembly discussed in groups the draft Resolution on organizing urban government in Hai Phong city and the establishment of Hue city under central authority.

Minister of Home Affairs Pham Thi Thanh Tra said that the Politburo has had many policies and orientations for the development of Thua Thien Hue province to soon become a centrally-run city. The National Assembly and the Government have also had many resolutions to implement this policy.

"This time, considering and deciding to establish Hue city under the central government, I think this is a historic decision to have another very unique and special centrally-governed city, contributing to making the centrally-governed urban system more diverse and rich," Minister Pham Thi Thanh Tra commented.

The Minister also said that in the future, when promoting the overall urbanization of Vietnam, it will not only include centrally-run cities but also cities under cities and cities under provinces.

The Minister affirmed that the establishment of Hue City under the Central Government is ripe, with all the necessary elements. Hue City has the special criteria of being a heritage city, so the standards of average monthly income per capita and the number of urban administrative units are applied.

Thua Thien Hue has exceeded these two criteria and "in just 1-2 years, Hue city will reach 5/5 criteria of a centrally-governed city".

However, Minister Pham Thi Thanh Tra also noted that the challenges facing the centrally-run city of Hue are still very great.

The Party Committee, government and people of Thua Thien Hue province have aspirations and demonstrate the will to "wait for a long time and for the past 15 years have been persistent, steadfast and determined".

Thua Thien Hue still faces many difficulties in socio-economic conditions... The number of district-level administrative units is still rural. The Minister shared that changing the mindset from rural, agricultural areas to the mindset of an urban area "is not a matter of one or two days". Therefore, there needs to be solutions to promote socio-economic development.

Minister Pham Thi Thanh Tra said that there will be a re-evaluation and soon propose that the National Assembly issue specific mechanisms and policies to meet the requirements of Hue city's development, ensuring that it is "like a comprehensive, complete shirt and strong enough to integrate". This is an issue that not only Hue but also the central government and the whole country must pay attention to.

Regarding the name "Hue city under the central government", the Minister shared that people are very in agreement, this name has entered the subconscious, thinking, when talking about Thua Thien Hue province, people immediately think of Hue city.

Regarding the urban government organization of Hai Phong city, Minister Pham Thi Thanh Tra said that the country has 3 models of urban government organization. Hanoi as the capital city has its own specific model, Ho Chi Minh City, and Da Nang.

The organization of urban government of Hai Phong city basically follows the model of Ho Chi Minh City and Da Nang, but there are some differences.

Similarities include the decision to transfer the functions and tasks of specialized agencies under the City People's Committee to other agencies; the establishment of public service units under the City People's Committee; regulations on the authorization of the Chairman of the City People's Committee to the heads of other administrative agencies... The difference is the regulation on the responsibilities of the Hai Phong City People's Council.

“We should decentralize thoroughly. The viewpoint of the Central Committee, the National Assembly and the direction of the Prime Minister and the Government is to focus on decentralization and delegation of power. In these contents, we implement decentralization,” the Minister emphasized.

Regarding Thuy Nguyen city, the Minister said that this will become the new administrative center and socio-economic center of Hai Phong, and in the future will be a logistics, service, and technology center to replace the current administrative center.

Thuy Nguyen City basically applies the same model as Thu Duc City in Ho Chi Minh City. Regarding the number of positions, the Minister said that there will be consideration to make it more suitable, because in the coming time, there will definitely be drastic and strong implementation of the arrangement of administrative units at district and commune levels and the arrangement of agencies and units in the system.
