On the afternoon of June 14, within the framework of the High-level Forum and International Exhibition on Industry 4.0 organized by the Central Economic Commission in Hanoi, Prime Minister Pham Minh Chinh co-chaired the plenary session with Head of the Central Economic Commission Tran Tuan Anh.

The plenary session focused on four main reports, including: draft main contents of the Government's action program to implement Resolution 29-NQ/TW on "Continuing to promote industrialization and modernization of the country to 2030, with a vision to 2045"; promoting digital transformation to become a new breakthrough method to shorten the industrialization and modernization process in Vietnam; green transformation and digital twins in Europe and Vietnam: policy implications for Vietnam's industrialization and modernization process; green growth and innovation: key challenges and solutions.

Leaders of ministries, sectors, localities, enterprises and domestic and international experts focused on major groups of contents such as removing barriers and obstacles to accelerate the digital transformation, green transformation and labor transformation in Vietnam; international participation in the digital transformation, green transformation and labor transformation in Vietnam; perfecting mechanisms and policies to specify policies and guidelines on industrialization and modernization, on proactive participation in the fourth industrial revolution; key contents to build and implement the National Program on enhancing independence, autonomy and self-reliance capacity associated with the country's industrialization and modernization process.
Speaking here, Deputy Minister of Planning and Investment Do Thanh Trung said that the Secretary of the Party Committee of the Government, the Prime Minister has assigned the Ministry of Planning and Investment to preside over the development of the Government's action program to implement Resolution No. 29-NQ/TW of the 13th Party Central Committee on continuing to promote the country's industrialization and modernization to 2030, with a vision to 2045. This includes accelerating the industrialization and modernization of agriculture and rural areas; continuing to restructure the service sector based on the foundation of science and technology, innovation. Focusing on strongly developing a number of service sectors with advantages and high content of knowledge and technology. Speeding up the construction process and having outstanding mechanisms to develop Ho Chi Minh City into an international financial center.

Along with that, promote the cultural values, bravery and intelligence of Vietnamese people, build a team of intellectuals and pioneering entrepreneurs in the country's industrialization and modernization. Innovate thinking, raise awareness and promote the particularly important role of Vietnamese intellectuals and entrepreneurs in the period of accelerating industrialization and modernization in the new situation. Build and implement the Strategy for developing intellectuals, the Strategy for developing entrepreneurs until 2030, the national program on training entrepreneurs, build an advanced Vietnamese business culture, rich in identity and internationally integrated.
Minister of Information and Communications Nguyen Manh Hung also emphasized that industrialization and modernization are associated with the fourth industrial revolution, with the connotation of digital transformation. Digital technology and digital transformation are the core of industrialization and modernization. Digital technology and digital transformation fundamentally change production methods and development models.
“Each country must follow its own path to industrialize and modernize the country. There is no model that has been successful in two or more countries. Vietnam’s industrialization and modernization must follow the Vietnamese path, based on the cultural context, development level, regime, human qualities and Vietnamese problems,” the Minister said.

The fourth industrial revolution is 50% digital technology, the remaining 50% of technology is based on digital technology for development. Therefore, many people consider the fourth industrial revolution as a digital technology revolution. “Digital technology is suitable for Vietnamese people. Vietnam also has many excellent digital technology enterprises. And that is Vietnam's advantage to accelerate industrialization and modernization,” said Minister Nguyen Manh Hung.

According to Minister Nguyen Manh Hung, rapid digital transformation helps accelerate industrialization and modernization. Digital transformation is rapid development, because the digital economy grows 3-4 times faster than GDP growth. Digital transformation is sustainable development, because it consumes few resources, and generates new resources, which are data. Digital transformation increases the resilience of the economy, because in the digital environment there is no distance, no contact. Digital transformation generates data. And data is a new production factor, like land and capital. The more digital transformation, the more data is generated, the more "land" is created in the digital environment. Exploiting this "land" through digital transformation generates new value, creating growth and wealth.
