Delegate Hoang Duc Thang (Quang Tri) said that recently many officials and leaders of the Foreign Affairs sector have violated the law in the case of the "citizen rescue flight". The delegate commented that "is this the tip of the iceberg in the personnel work of the Foreign Affairs sector?". The delegate asked the Minister to propose solutions to prevent and thoroughly stop this internally, to restore the image and reputation of the Foreign Affairs sector before the people and international friends.

Foreign Minister Bui Thanh Son shared: "The rescue flight incident is a very painful event for the diplomatic sector, for individuals and families of violators."

The Minister affirmed that the sector has seriously reviewed and drawn out a number of measures, which are currently being implemented and will continue to be implemented resolutely and persistently. In particular, focusing on strengthening the dissemination and education of laws on corruption prevention and negativity, with special attention paid to political and ideological work.

"The Foreign Affairs sector is an external sector, operating independently. If we cannot maintain our courage and moral qualities, we cannot carry out our work. We are very steadfast and uphold the example and responsibility of our leaders," the Minister emphasized.

Second, thoroughly grasp the spirit of service, taking people and businesses as the center of service.

Third, promote training and ethics development for civil servants, public employees and workers.

Fourth, be transparent in organizing activities, especially reviewing and perfecting all regulations, rules and procedures, especially in areas related to negativity, focusing on consular work and citizen protection, first of all Vietnamese representative agencies abroad.

"I hope the National Assembly will continue to monitor and report any phenomena outside," the Minister said.

The Ministry of Foreign Affairs has developed 76/80 ministerial-level procedures, more than 100 procedures for handling work (of which half are related to consular affairs) that are carried out publicly and transparently in accordance with procedures and regulations.

In addition, it is necessary to continue to develop policies for officials, employees and workers at the Ministry of Foreign Affairs.

He hopes that National Assembly delegates will support increasing the living expenses for officials of diplomatic missions abroad "to motivate them", and also to demonstrate the stature of Vietnam's diplomacy abroad.

Regarding personnel work, the Minister said that regulations and procedures have been developed, starting from the appointment of heads of representative agencies. In November 2023, the Ministry issued regulations and procedures for appointing heads of representative agencies and officials in representative agencies in accordance with the law; ensuring correct and full capacity, qualities, political mettle, etc.

The Ministry also seriously implements measures to control and declare assets and income of officials.
