According to Minister Nguyen Kim Son, the country is currently short of 127,583 teachers and the shortage continues to increase. Part of the reason is that the number of children going to school has increased, so the demand for teachers has also increased.
In addition, the number of teachers quitting their jobs continues to increase. As of September, 17,278 teachers nationwide had quit or changed jobs. Meanwhile, according to statistics from the Ministry of Home Affairs, provinces still have 64,000 unused quotas.
Minister Nguyen Kim Son said: "There are many reasons, some places have a 10% cut to deduct, if necessary, there is a ready source to deduct. But there are also places that do not have the resources to recruit."
For example, with preschool teachers, many provinces have resources but no applicants. The reason is because the work of preschool teachers is stressful but the salary is low. According to the Minister, this is also a very big problem that requires appropriate solutions, including adjustments to salaries, regimes, policies, public housing, preferential allowances and other synchronous solutions.
Regarding textbooks, according to Minister Nguyen Kim Son, the amount spent on education reform to date is 213,449 billion VND. Many people are concerned about this figure, but in reality, it includes both regular and development investment expenditures.
Spending on educational innovation alone, including compiling the new 2018 general education program, textbook appraisal, and national teacher training, has so far amounted to 395.2 billion VND.
In response to the delegate's opinion on assigning the Ministry of Education and Training to compile a separate set of textbooks, Minister Nguyen Kim Son said that from now until 2024, the most important priority is to assess the quality of textbooks for grades 5, 9, and 12 very well, ensuring enough textbooks before the new school year.
The Commander of the Education sector said: "With the assigned issue, we will have research and proposals and try in the next one or two years, when the textbook innovation cycle is completed, there will be in-depth assessments and proposals to the National Assembly later."
