At the meeting with voters, Ms. Cam Thi Man announced the expected content and program of the 6th session of the 15th National Assembly. According to the expected program, the 6th session of the 15th National Assembly will open on October 23 at the National Assembly House, Hanoi and is expected to close on November 29. This session will be conducted in 2 phases, including: Phase 1, from October 23 to November 10; Phase 2 from November 20 to 29. At this 6th session, the National Assembly will consider and approve 09 draft laws, 02 draft resolutions: Land Law (amended); Law on Real Estate Business (amended); Housing Law (amended)... Giving opinions on 08 draft laws: Law on Social Insurance (amended); Law on Archives (amended); Law on National Defense Industry, Security and Industrial Mobilization; Road Law… In addition, the National Assembly will consider and decide on socio-economic issues, state budget, supervision and other important issues.

In particular, the National Assembly will evaluate the results of the implementation of the socio-economic development plan and the state budget in 2023 and consider and decide on the socio-economic development plan, the state budget estimate, and the central budget allocation plan in 2024 (including reviewing the implementation of the state budget public investment plan in 2023 and deciding on the state budget public investment plan in 2024); review the 3-year state budget-finance plan for 2024-2026; review mid-term assessment reports, including: results of the implementation of the 5-year plans for the period 2021-2025 on socio-economic development, economic restructuring, medium-term public investment, national finance, and borrowing and repayment of public debt.
Voters with frank, dedicated and responsible recommendations
Giving opinions at the meeting, voters of Thuong Xuan district highly appreciated the spirit and responsibility of the National Assembly deputies to the voters and the people when they proposed and resolved many issues that voters of Thuong Xuan district were concerned about. With an open and frank spirit, voters of Thuong Xuan district requested the National Assembly Delegation of Thanh Hoa province to recommend the National Assembly and the Government to have policies to resolve urgent issues of concern to voters and the people. Voters of Thuong Xuan district requested the National Assembly Delegation of Thanh Hoa province to propose to relevant ministries and branches to consider reducing the voluntary social insurance payment period to 10 to 15 years for voluntary social insurance participants in rural and mountainous areas; households with average living standards, poor households, and near-poor households; and to have policies to support the purchase of health insurance for voluntary social insurance participants who have paid for 5 years or more. Increase the allowances and benefits for deputy heads of commune and town unions. At the same time, pay attention to policies to support health insurance for members of the veteran association and ethnic minorities.

Voters in Thuong Xuan district also proposed that the National Assembly and the Government have policies to increase the level of financial support when moving the graves of martyrs from other places to the locality; re-issue damaged or lost Certificates of Merit, Orders and Medals; consider and resolve the disputed land area between Vin village, Bat Mot commune and Thong Thu commune, Que Phong district (Nghe An). At the same time, people in Thuong Xuan district also hope that the Central Government and the province will continue to have policies to review the socio-economic development situation of communes and villages that are currently very difficult, with a poverty rate of over 40% and near-poor households of over 20%, then consider moving them back to extremely difficult areas, in order to have more resources for development. Continue to pay attention to investing in building roads passing through the two communes of Xuan Chinh and Xuan Le and the road from Xuan Loc commune to Luan Khe commune.
Concentrate all resources so that by 2025 Thuong Xuan will escape from being a poor district in the country.
At the meeting, according to the assessment of the local government, in the past time, under the leadership, direction, inspection and supervision of the 15th National Assembly, the National Assembly Delegation of Thanh Hoa province and all levels and sectors, the opinions, recommendations, thoughts and aspirations of voters of Thuong Xuan district have been basically and reasonably resolved; thereby, contributing to maintaining and strengthening the people's trust in the Party, State, National Assembly and Government, worthy of the trust and choice of voters in Thuong Xuan district.

On behalf of the National Assembly deputies, Minister of Labor, Invalids and Social Affairs Dao Ngoc Dung respectfully thanked the voters of Thuong Xuan district for their affection and trust in the National Assembly deputies and expressed his joy at the results achieved in socio-economic development, the implementation of social security policies by the Party Committee, government and people of Thuong Xuan district, as well as the maintenance of political security and social order and safety in the district in recent times.
The Minister also discussed and clarified a number of issues that voters were interested in and recommended to the central ministries, branches, and the Party Committee and government of Thanh Hoa province; and informed voters about issues related to salary policy reform. On that basis, Minister Dao Ngoc Dung requested the Party Committee and government of Thuong Xuan district and Thanh Hoa province to focus on thoroughly and effectively resolving the issues and issues within their authority that voters recommended and reflected at the meeting. Minister of Labor, Invalids and Social Affairs Dao Ngoc Dung also seriously accepted opinions that were beyond the authority of the locality; the National Assembly Delegation of Thanh Hoa province will fully synthesize the opinions of voters of Thuong Xuan district to submit to the National Assembly, the Government, and ministries and branches at the central level for consideration and resolution.

The Minister suggested: “With the opinions of voters in Thuong Xuan district, the Office of the National Assembly Delegation of Thanh Hoa province synthesizes and transfers them to relevant agencies, including central ministries and branches, for consideration and handling. Regarding the recommendations raised by voters under the authority of the province and district, the Minister suggests that Thanh Hoa province and Thuong Xuan district must try to handle them thoroughly. What has been promised to the people must be done. It is not acceptable to just talk but not do, to listen and then leave it at that.”
Regarding voters' opinions on the NCC policy, the Minister emphasized: "There are regulations of the Decree, the State's policies are clear, it is necessary to strictly implement, in accordance with the Decree, in accordance with the policies, in accordance with the benefits, to resolve with reason, real people, real events, real policy families, real war invalids, then it is resolute to resolve immediately, not to let the situation of prolonging the petitions of policy families. The National Assembly delegation will synthesize and honestly and fully reflect the opinions and recommendations of voters to the National Assembly, the Government, and competent agencies for consideration and resolution.”
The Minister further emphasized the recommendations and aspirations of voters in Thuong Xuan district: “Currently, Thuong Xuan has “changed its skin” very quickly, people’s lives, economic restructuring, budget collection, and crop restructuring have improved. In addition, district leaders continue to promote and innovate economic restructuring faster and stronger to attract local labor force to work for their homeland and enrich their homeland. Although there have been many changes and developments, Thuong Xuan district is still a poor district in the country. In the immediate future, it is necessary to focus on finding better directions, further development, stabilizing people’s lives, and improving the quality of life of the people. At this time and in the coming time, Thuong Xuan district needs to focus on social security, GQVL, sustainable poverty reduction, improving people’s lives, and improving the quality of vocational training for local workers. Attracting investment creates momentum to promote socio-economic development.
