Explaining to the National Assembly, Minister of Health Dao Hong Lan hopes that localities, ministries and branches will continue to work with the Ministry of Health to resolve issues related to fear of shopping and fear of bidding with policies and solutions of a legal nature that are comprehensive and fundamental.
On the afternoon of May 29, at the end of the discussion session on the National Assembly's supreme supervision report on the mobilization, management and use of resources for Covid-19 prevention and control; implementation of policies and laws on grassroots health care and preventive medicine, Minister of Home Affairs Pham Thi Thanh Tra said that through the pandemic, difficulties and shortcomings in the organization, management, personnel... of the grassroots health care system and preventive medicine have been fully and clearly identified.
There will be a project to develop medical human resources.
Explaining to the National Assembly, Minister Pham Thi Thanh Tra proposed a number of solutions, including a general review to advise the Government on the project to develop human resources for health in the public sector until 2030, in order to fundamentally and strategically solve the problem, ensuring that human resources for health in the public sector meet the requirements of tasks in the new situation.

Along with that, the Minister proposed that the Government and the Prime Minister develop new or amend and supplement legal documents related to the organizational model, management, and personnel for grassroots health care and preventive medicine.
The Ministry of Home Affairs coordinates with relevant ministries and branches to perfect the policy mechanism on salary, preferential allowances, and special allowances for health workers in general and preventive and primary health workers in particular. At the same time, it is recommended to promote the ordering mechanism and assign tasks to public service units in the health sector, especially preventive medicine.
Regarding the financial sector, Minister of Finance Ho Duc Phoc said he would accept the opinions of delegates regarding difficulties and problems in the process of mobilizing, managing and using resources.
The Minister said that if the funds that businesses and people support in local epidemic prevention and control are not fully used, they must be proposed to the Prime Minister to be used to modernize medical equipment or for epidemic prevention and control work.

According to the Minister of Finance, the Health Insurance Fund is limited, while expenditure is almost unlimited. This means that it must be managed according to the budget, but currently there is a phenomenon of lower-level health care pushing up to higher-level health care, to the last level. Therefore, in the upcoming amendment to the Law on Social Insurance, the Minister of Finance said that attention will be paid to the last-level health care to ensure health insurance payment.
Amending the law to fundamentally solve the shortage of drugs
Minister of Health Dao Hong Lan said that in terms of institutions, the Government has directed ministries and branches to submit to the National Assembly the Law on Bidding and the Law on Prices (amended); the Ministry of Health is completing documents to submit the draft Law on Pharmacy and the Law on Health Insurance (amended)... to fundamentally resolve the shortage of medicines, supplies and medical equipment.

Regarding the supply of drugs, the Minister said that the country currently has 22,000 items, basically meeting the demand for drugs. Regarding the fear of purchasing and bidding for drugs, medical equipment and supplies, the Minister acknowledged the need for comprehensive solutions. In particular, the responsibility of the Ministry of Health is to advise on removing difficulties and obstacles related to the procurement and bidding mechanism.

Minister of Finance Ho Duc Phoc shared that when he and other ministers accompanying the Prime Minister on an inspection tour of epidemic prevention in Ho Chi Minh City and Binh Duong, when they arrived at Tan Son Nhat airport, there was almost nothing to eat.
"We have to tell our brothers to go find instant noodles. After searching for more than an hour, we got 4 packs of instant noodles. After eating, we got on the plane and arrived home late at night," the Minister said, sharing that during the epidemic period, all sectors focused on fighting the epidemic to save people and restore the economy. To support businesses and people, the Minister of Finance informed that in 2021, fiscal policy alone exempted and refunded 132,000 billion VND in taxes, fees and charges. In 2022, more than 200,000 billion VND in taxes, fees and charges were exempted and refunded. In 2023, it is expected that more than 195,000 billion VND in taxes, fees and charges will be exempted and refunded.
