Kinhtedothi-Responding to questions about solutions to handle fake news that causes social outrage, Minister of Information and Communications Nguyen Manh Hung said that the Ministry has established and put into operation a Center for handling fake news and toxic information, and localities have also established such centers.
On the morning of November 12, continuing the 8th Session Program, the National Assembly continued the question and answer session of National Assembly deputies on the third group of issues in the field of information and communication.
Fake news, false news causing chaos in society
Questioning Minister of Information and Communications Nguyen Manh Hung, National Assembly delegate Nguyen Duy Thanh (National Assembly delegation of Ca Mau province) said that in recent years, the explosive development of social networks has led to fake news and untrue news causing chaos and creating negative consequences in society. This also affects the press in terms of information and revenue.
"As a state management agency, what plans does the Minister have to manage social networks?" - National Assembly delegate Nguyen Duy Thanh asked.
Responding to questions, Minister of Information and Communications Nguyen Manh Hung said that this is not only a Vietnamese issue but a global issue that has been discussed and talked about a lot. Regarding some solutions, the Minister of Information and Communications said that the first is the issue of institutional improvement.
“Previously, we only regulated the handling of individuals using social networks when they posted false information or fake news. Recently, we have raised the issue of handling social platforms when they violate Vietnamese law. Previously, we thought that this was the responsibility of state management, but in fact the major responsibility lies with social platforms,” informed Minister of Information and Communications Nguyen Manh Hung.
Therefore, Minister of Information and Communications Nguyen Manh Hung said that social platforms must be responsible for scanning and automatically removing false information and toxic information. Besides, we have been living in a new space, the digital space, for the past 10 years. Therefore, continuing to communicate so that everyone has digital skills, knows how to use digital platforms, has the ability to resist digital space, and trains the future generation (students) is very necessary.
“Currently, the Ministry of Information and Communications is focusing on three groups, in which when people are affected by false information, bad and toxic news, there is a place for them to report, there is a place to ask for help. Therefore, the Ministry has established and put into operation a Center for handling fake news, bad and toxic information, and localities have also established such centers,” emphasized Minister of Information and Communications Nguyen Manh Hung.
There are solutions to prevent and stop privacy violations.
Questioning, National Assembly delegate Tran Quoc Tuan (National Assembly delegation of Tra Vinh province) said that currently, online advertising often relies on user data, sometimes violating privacy and personal data. This raises concerns about the security of consumers' personal information when using services or accessing websites. According to statistics, the amount of personal information and privacy of users stolen in the first 6 months of 2024 increased by 50% compared to the first 6 months of 2023, causing outrage in society.
Delegate Tran Quoc Tuan asked the Minister to clarify solutions to proactively coordinate to prevent and effectively contain the above situation?
Regarding the increasing situation of online fraud, Minister of Information and Communications Nguyen Manh Hung said that there is a situation where "every household collects personal information", without knowing that collecting information requires permission, and when collecting information, there must be a secure system to protect the information from being attacked...
To solve this situation, Minister of Information and Communications Nguyen Manh Hung said that disseminating the Law on Information Security, the Law on Cyber Security, the responsibility of information collectors to protect data, and use it in accordance with the law... is a big story.
“In 2023 and 2024, the Ministry of Information and Communications will consider this a key focus, organizing many inspection teams to inspect units that are prone to personal information leaks. The Ministry has announced the mistakes of businesses on mass media, to remind businesses to comply with the law,” emphasized Minister of Information and Communications Nguyen Manh Hung.
