Ministry of Natural Resources and Environment proposes to publicize people who deposit land auctions

At the national online conference on the implementation of the Land Law, Housing Law, and Real Estate Business Law held on the afternoon of October 8, Deputy Minister of Natural Resources and Environment Le Minh Ngan raised many issues related to the recent land auction situation.

According to him, the planning and public disclosure of housing development areas have not been carried out systematically, publicly and transparently, creating conditions for land speculators. Localities have lacked initiative in creating land funds for auction, leading to people's demand for land and housing not being met for a long time.

In addition, some people participating in land auctions do not really have a need for residential land or housing, but mainly speculate and manipulate prices by pushing prices up, inflating prices and reselling immediately to make a profit or creating a virtual price level for surrounding areas.

Even after the auction, some people have not paid land use fees on time according to auction regulations, showing signs of abandoning deposits, causing bad public opinion in some localities.

The Deputy Minister also said that some localities used unadjusted land price lists that were much lower than the actual land price level, leading to a large difference between the winning bid price and the starting price. The low starting price attracted many bidders to make a profit.

"Through understanding the above situation, it can be seen that the problems that have arisen recently stem from poor implementation in some localities," said Mr. Le Minh Ngan.

From this reality, the Deputy Minister recommended that the Government and the Prime Minister continue to direct localities to publicly announce planning and adjust land price lists when organizing land auctions.

In particular, the representative of the Ministry of Natural Resources and Environment proposed a solution to publicly disclose depositors to limit subjects taking advantage of land auctions to profit, inflate prices, and disrupt the real estate market.

This solution was once requested by the Hanoi People's Committee to be implemented by districts in the context of "heated" land auction activities in the area. According to the direction of the city, the district-level People's Committee must make a list of cases where people paid higher than the market price to win the auction but did not pay. This list will be made public on the information pages of the districts and the Department of Natural Resources and Environment.

The City Police are responsible for detecting violations in land auctions and proposing solutions to prevent or restrict continued participation in auctions for those who have participated in auctions, paid "unusually" high prices to win the auction but then did not pay.
