The North Korean military said it would cut off all road and rail links with South Korea starting October 9 and reinforce the area on the other side of the border.

"A project will be launched first on October 9 to completely cut off the roads and railways connecting with South Korea and 'fortify our relevant areas with solid defense structures,'" the Korean Central News Agency (KCNA) quoted a statement from the General Staff of the Korean People's Army as saying.
The move is in response to military exercises held in South Korea, as well as frequent visits by US strategic nuclear assets in the region.
The announcement comes at a time of tension on the Korean Peninsula, with Pyongyang launching thousands of balloons filled with waste into the South and revealing for the first time a uranium enrichment facility.
KCNA also reported that on October 8, the North Korean Academy of National Defense Science conducted a test of a 240-mm guided multiple rocket launcher to confirm the weapon's accuracy at a maximum range of 67 km and to check the reliability of the automatic launch system.
In another development, according to KCNA , North Korea held the 11th session of the 14th Supreme People's Assembly (National Assembly) on October 7-8 in Pyongyang to amend the Constitution.
North Korea has agreed to amend and supplement some parts of its constitution, but it is unclear whether it will clarify territorial boundaries, including maritime borders, or remove references to unification in the revised constitution ordered by leader Kim Jong Un in January.
Kim Jong Un also did not attend this week's parliamentary meeting, where he appointed No Kwang-chol as the new defense minister, replacing his predecessor Kang Sun-nam.
