"The apparatus must be refined but strong, not for personal or local interests to retain weak people and ignore talented people" is what Chairman of the Provincial People's Committee Le Van Dung emphasized in an interview with Quang Nam Newspaper on the occasion of welcoming the new spring of At Ty 2025, related to the revolution of arranging and streamlining the apparatus organization associated with the development of Quang Nam province.

* Dear Chairman of the Provincial People's Committee, at the end of March 2022, Prime Minister Pham Minh Chinh had a working session in Quang Nam and assigned the province 10 key tasks. Could you please tell us the progress of implementing these tasks so far?

CHAIRMAN OF THE PROVINCIAL PEOPLE'S COMMITTEE LE VAN DUNG:

After the meeting, the Government Office issued Notice No. 135, dated May 6, 2022, on the conclusion of Prime Minister Pham Minh Chinh at the meeting with the leaders of Quang Nam province. Implementing the Prime Minister's conclusion and following the direction of the Provincial Party Committee Standing Committee, the Provincial People's Committee's Party Committee assigned the Provincial People's Committee and departments and branches to urgently implement it.

Up to now, Quang Nam has achieved some very important initial results, especially focusing on developing industry, trade and services, and opening up the Eastern region to continue developing according to the direction of the Prime Minister. Thereby, contributing to promoting socio-economic development; and in 2024, Quang Nam has stopped the negative growth momentum, achieving a GRDP increase of 7.1%; in which the two main areas contributing to growth are industry - construction, tourism - services.

However, the implementation of the Prime Minister's conclusion still has difficulties, especially in terms of mechanisms. The province has also asked for opinions, but the central ministries and branches are still waiting to amend some legal regulations to make them suitable, so they have not yet provided specific instructions. Therefore, there are still some tasks that have not been achieved as expected by the province.

* Dear comrade, to successfully complete the tasks assigned by the Prime Minister in conjunction with the implementation of the Provincial Planning, in the context that authorities at all levels must streamline their organizational apparatus and staff according to the Party's policy; in your opinion, what are the requirements?

CHAIRMAN OF THE PROVINCIAL PEOPLE'S COMMITTEE LE VAN DUNG:

After the Resolution No. 18 of the 12th Central Executive Committee on “Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently”, Quang Nam has seriously implemented it and achieved many results. However, as assessed by the Central Committee, the apparatus of the entire political system in general and the authorities at all levels in particular in the whole country is still cumbersome, multi-layered, with overlapping functions and tasks, hindering development as well as consuming huge resources of the budget. Therefore, this time, the Party Central Committee and General Secretary To Lam have resolutely directed the implementation of the revolution on streamlining the apparatus and reducing staff in the entire political system.

Based on the direction of the Central and the Government, the Standing Committee of the Quang Nam Provincial Party Committee and the Provincial Steering Committee urgently directed the summary of Resolution 18 and developed a plan to arrange and streamline the organizational apparatus of the entire province's political system; in which, in the government sector alone, many departments, branches, public service units of the province and offices and units of districts, towns and cities must be arranged and reorganized; both merging and consolidating, and streamlining internal focal points in the direction of streamlining, operating effectively and efficiently.

Under the direction of the Provincial Party Committee Standing Committee, the Provincial People's Committee Party Committee, the Provincial People's Committee reported to the Provincial Steering Committee the plan to rearrange the provincial departments and branches and guided the People's Committees of districts, towns and cities to develop the rearrangement plan. The general spirit is to implement it resolutely and thoroughly. Agencies and units with similar functions and tasks will be rearranged so that there is no longer a situation of overlapping functions and tasks; with the motto that one agency or unit performs many tasks, but one task is assigned to only one unit to preside over and take responsibility. Only then can the apparatus promote its effectiveness and efficiency.

The goal is to reduce at least 15-20% of the internal organization of departments and branches. Thus, not only agencies, units, departments and branches subject to reorganization and merger will implement and associate with the reduction of internal apparatus; but units and localities not subject to this reorganization phase must also resolutely implement the streamlining of apparatus and staff reduction.

It must be said that streamlining the apparatus associated with streamlining the payroll is a very heavy, sensitive and complicated task; many tasks must be completed with a sense of urgency as directed by the Central Government. However, this is also an opportunity for the provincial authorities at all levels to operate effectively, efficiently and effectively, contributing to the successful implementation of the Provincial Planning as well as the Prime Minister's conclusions in the coming time.

* As you said, in the coming time, Quang Nam will resolutely reorganize its apparatus; and to effectively carry out this task, ideological work must be given top priority, comrade?

CHAIRMAN OF THE PROVINCIAL PEOPLE'S COMMITTEE LE VAN DUNG:

Reorganizing the apparatus is directly related to people. This is a difficult, complicated and sensitive issue; but for the sake of development, we must do it and it is not impossible. That is why the Standing Committee of the Provincial Party Committee and the Provincial People's Committee determined that ideological work must be given top priority. Every cadre, party member, civil servant and public employee must be deeply aware of this extremely important task, and must understand that this is an inevitable trend.

Along with raising awareness, creating high consensus among cadres, party members, civil servants and public employees; in the process of arranging, streamlining the organizational apparatus and reducing staff, the Provincial People's Committee pays special attention to the human factor; must carry out staff reduction in an impartial, objective, transparent manner, for the common good, avoiding negative thoughts within the organization. In other words, those with weak capacity who cannot undertake the task must be resolutely downsized, but at the same time, must keep those with good capacity and good thinking in the apparatus of the political system. Make the apparatus lean but strong, not for personal or local interests to keep weak people, ignore talented people. The biggest purpose when carrying out the arrangement and restructuring of the apparatus is to screen and select virtuous and talented people to remain in the apparatus.

Along with that, there are appropriate policies for those who are subject to downsizing. In addition to the Central policy, the Provincial People's Committee will advise the Provincial Party Committee Standing Committee and the Provincial People's Council to allocate a source of the provincial budget to provide additional support for cases of early retirement or immediate resignation due to the arrangement. This support will be a source of encouragement for cadres in the downsizing category to feel secure that when they no longer work in the state apparatus, they will have enough conditions to be able to create another suitable job for themselves. I think this is necessary!

In order for the restructuring plan to be truly effective, it is necessary to calculate specifically, avoid causing disruption in the system and continue to promote the spirit of internal solidarity. When restructuring and streamlining the apparatus, it is necessary to consider the plan for arranging cadres and making good use of talents; it must be truly fair, objective, open, transparent, and absolutely not allow for negativity, group interests, or localism.

Along with streamlining and streamlining the organizational structure, from the central to local levels, it is necessary to focus on reviewing and perfecting working regulations, clearly defining the functions, tasks, and organizational structure of agencies in the political system. Implementing decentralization and delegation of authority well, ensuring quick and effective work resolution, reducing intermediate organizational units, and thoroughly overcoming duplication and overlap of functions and tasks.

Another issue is that the merger and streamlining of the apparatus greatly affects the thoughts, feelings, and interests of each cadre and party member, so it requires extreme caution. Therefore, Party committees and authorities at all levels must develop mechanisms and policies to ensure the most reasonable rights and benefits for the contingent of civil servants and public employees in the places where the merger and streamlining of the payroll are carried out, especially the leadership team, redundant cadres, people who retire early, and those who wish and need to transfer to other areas, not in state agencies...

Identifying propaganda work as a step ahead, the Tam Ky City Party Committee has seriously organized the study and dissemination of the Central's directive spirit at a national online conference connecting to 14 points, with more than 800 key officials of the city and grassroots. The City Party Committee has directed the city's and commune-level electronic information pages, and the reporting team to focus on propagating, posting fully and promptly the contents related to the direction of arranging and streamlining the apparatus of the Central, Provincial Party Committee, and localities so that cadres, party members, and people clearly understand and promptly receive related information, creating consistency in thinking.

Under the direction of the Provincial Party Committee, the Standing Committee of the City Party Committee has completed the assessment report summarizing the implementation of Resolution No. 18. At the same time, it has discussed and proposed plans to arrange and streamline the organization and apparatus for a number of agencies and units of the Party, government and public service units of the city in accordance with the direction and suggestions of the Central and Provincial Party Committees, while being suitable to the characteristics, situation and nature of a provincial urban area. The Tam Ky City Party Committee also thoroughly grasped the work of preparing personnel for the Party Congresses at all levels: "From now on, it is necessary to attach to the plan to arrange and streamline the organization and apparatus of the city to keep up with the implementation schedule in the first quarter of 2025".

As assessed by the Central Government, looking at local practice, we can see that the political system is too cumbersome, with many intermediate levels, even overlapping functions and tasks. Many agencies are assigned authority, but their responsibilities are unclear, and when "troubles arise", they push responsibility to each other. Some agencies cannot finish their work, but there are also places where there is no work to do, causing waste of human resources and salary budget.

As this is a revolution to streamline the organization of the political system, the core issue, given top priority, is to do a good job of political and ideological education. If in the revolution to liberate the nation and unify the country, we sacrificed our blood and bones, then in this revolution many comrades must also accept to sacrifice their interests.

During the implementation process, I believe that it will ensure determination, thoroughness, continuity, from top to bottom, from inside out. The implementation of the policy requires immediate action but must have a certain time schedule, be synchronous, and not cause obstacles to the work and the common good. The process of streamlining the organizational apparatus is associated with replacing incompetent and unenthusiastic cadres, especially those with ethical and lifestyle problems, to select a team of cadres who are truly capable, dedicated, and have good ethics...
