The Ministry of Transport has just sent a document to the National Assembly Delegation of Phu Yen province in response to the petition of voters of this province about early investment in the National Highway 19C bypass route through the area.
According to voters of Phu Yen province, since 2014, the western traffic axis of Phu Yen province has been converted into National Highway 19C.
This is a traffic connection route passing through 3 provinces: Binh Dinh, Phu Yen and Dak Lak, of which the section passing through Phu Yen province is about 112km long.
The section passing through La Hai town, Dong Xuan district has not been invested in, so the town's inner-city road with a length of about 3.2km must be temporarily used (route Km58 - Km61, National Highway 19C).
Voters in Phu Yen province proposed investing in a bypass route on National Highway 19C through La Hai town because the current road is narrow and poses a potential risk of traffic accidents (illustrative photo).
Currently, the socio-economic situation of the province, as well as neighboring localities, is developing rapidly, the demand for transportation is increasing, the number of vehicles on National Highway 19C through the town is increasingly crowded while the section through La Hai town is too narrow, with an average width of 5 - 7m, no sidewalks, and a very crowded population along the road, so the risk of traffic accidents is very high.
From there, voters recommended that the Ministry of Transport soon invest in a bypass of National Highway 19C to ensure traffic safety.
Regarding this issue, the Ministry of Transport said that according to the road network planning for the 2021-2030 period, with a vision to 2050, National Highway 19C through Phu Yen province is 112km long, level III - IV scale, 2 - 4 lanes.
Currently, this national highway is of level V scale (base width is 7m; surface width is 3.5m). The section bypassing La Hai town with a length of 3.2km (Km58 - Km61) was previously part of the Western traffic axis project of Phu Yen province. Due to difficulties in funding, the above section has not been fully invested.
In 2014, the Ministry of Transport decided to convert the western traffic axis of Phu Yen province (including provincial roads and inner-city roads of La Hai town) into National Highway 19C.
The Ministry of Transport agrees with the proposal that investment in National Highway 19C through Phu Yen province, especially the section through La Hai town according to the planned scale, is necessary. However, due to resource difficulties, the Ministry of Transport has not been able to allocate capital to invest in National Highway 19C through Phu Yen province and the La Hai bypass in the 2021-2025 period.
The Ministry of Transport has acknowledged the voters' recommendations and will coordinate with the People's Committee of Phu Yen province to report to competent authorities for consideration and investment in the route in the 2026-2030 period.
To ensure traffic safety on the route, the Ministry of Transport has assigned the Vietnam Road Administration to carry out regular maintenance and periodic repairs in 2024 with a budget of about VND 40,629 billion.
It is expected that in 2025, about 2.32 billion VND will be allocated to continue maintenance and repair, ensuring safe operation and facilitating people's travel.
