Use textbooks selected by the educational institution
Responding to this content, the Ministry of Education and Training said that Resolution 88/2014 of the National Assembly stipulates the socialization of textbook compilation; there are a number of textbooks for each subject.
The Ministry also cited the provisions of the 2019 Education Law and said that, to implement the law, the Ministry has issued circulars regulating the selection of textbooks in general education institutions.
It stipulates that each general education institution selects one textbook from the list of textbooks approved by the Minister of Education and Training for each subject and class, suitable to the teaching and learning conditions and socio-economic conditions of the locality.
Thus, the use of textbooks selected by educational institutions must ensure that they are suitable for local conditions and the goals of the general education program.
Teaching and learning in general education institutions are implemented uniformly nationwide according to the general education program issued with Circular 32/2018.
The fact that each school organizes teaching with different sets of textbooks does not affect parents' participation in the process of testing and guiding their children's learning.
If tuition fees continue to remain stable and regular expenses are cut, many schools will not have enough funds to operate.
Along with that, voters suggested not increasing university tuition fees to reduce difficulties for families with limited economic conditions, thereby creating opportunities for students to study with peace of mind.
Responding to this content, the Ministry of Education and Training said that the Government issued Decree 81/2021 regulating tuition fees of educational institutions in the national education system and policies on tuition exemption, reduction, and support for learning costs.
In particular, it stipulates a roadmap for adjusting annual tuition fees to ensure the pricing of education and training services in accordance with the spirit of Resolution 19/2017 of the Central Committee on continuing to innovate the operational efficiency of public service units.
Due to the impact of the COVID-19 pandemic, in order to control inflation and share difficulties with parents and students, the Government issued Resolution 165/2022 requesting ministries, branches and localities to direct educational and training institutions under their management to maintain stable tuition fees for the 2022-2023 school year as in the 2021-2022 school year.
Therefore, the tuition fees of public educational institutions have remained stable over the past 3 school years (2020-2021 to 2022-2023). This tuition fee is very low, only covering 40-50% of training costs, the rest must still be supported by the State budget.
However, according to the Ministry, in the context of no increase in tuition fees but the State budget cutting 2.5% of regular expenditures every year, it has caused difficulties for higher education institutions.
If tuition fees continue to remain stable and regular expenditures continue to be cut, many educational institutions will not have enough funds to operate, especially not being able to implement the service pricing roadmap as prescribed in Resolution 19.
Therefore, according to the Ministry, from the 2023-2024 school year, the Government issued Decree 97/2023 amending and supplementing a number of articles of Decree 81/2021 regulating tuition fees for public universities that have not self-financed regular expenses to comply with the tuition fee ceiling for the 2023-2024 school year prescribed in Decree 97/2023 (postponing the tuition fee roadmap by 1 year compared to the regulations in Decree 81/2021).
Policies on tuition exemption and reduction, and support for study costs for students in difficult circumstances, policy beneficiaries, ethnic minority areas, mountainous areas, and islands in Decree 81/2021 continue to be implemented to reduce the financial burden on students and their families.
The Ministry stated that in the coming time, it will coordinate with agencies to synthesize opinions during the implementation process to propose and amend Decree 81/2021 to stipulate a suitable tuition fee roadmap, ensuring the implementation of the roadmap for calculating prices for public career services in the social sector and implementing social security.
