Regarding the fact that player Tran Quyet Chien withdrew from the 3-cushion carom exchange event in China, the Department of Culture and Sports of Ho Chi Minh City sent a document to inform and request the Vietnam Billiards & Snooker Federation.
Not long ago, the World Carom Billiards Federation and the China Billiards & Snooker Federation sent an invitation to athlete Tran Quyet Chien to participate in the 2023 Carom Billiards 3-Cushion World Grandmasters Exhibition in China (taking place from September 20 to 28). The 3-Cushion carom athlete from Ho Chi Minh City participated and then voluntarily withdrew from the tournament because the host country's organizers inserted images of Vietnam's sovereignty being violated into the live broadcast (during the match between Quyet Chien and Dick Jacpers) on September 23.
After the incident, the Department of Culture and Sports of Ho Chi Minh City requested Phan Dinh Phung Sports Center, Ho Chi Minh City Billiards Department, coaching staff and athlete Tran Quyet Chien to report the incident. Through the report content and related documents, the Department of Culture and Sports of Ho Chi Minh City reported to the People's Committee of Ho Chi Minh City.
Tran Quyet Chien is the number 1 3-cushion player in Vietnam.

In a document sent to the Vietnam Billiards & Snooker Federation, the Department of Culture and Sports of Ho Chi Minh City said: “Athlete Tran Quyet Chien’s withdrawal from the World Carom Billiards Federation tournament in China was an unexpected incident. However, this action of this athlete is highly appreciated for its political awareness, civic responsibility, and national pride. Athlete Tran Quyet Chien is a member of the Vietnam Billiards & Snooker Federation. Therefore, the Department of Culture and Sports of Ho Chi Minh City requests the Vietnam Billiards & Snooker Federation to grasp information and report on the case of athlete Tran Quyet Chien if it receives a request from the World Billiards Federation.”
The Department of Culture and Sports of Ho Chi Minh City also requested the Vietnam Billiards & Snooker Federation: “The viewpoint of the Department of Culture and Sports of Ho Chi Minh City is: Athletes participating in international tournaments are representatives of the country, need to be protected and respected at the competition venue with the spirit of noble sportsmanship, cooperation and development. Therefore, the World Billiards Federation needs to continue to create conditions for athlete Tran Quyet Chien to participate in international tournaments in the future. At the same time, the World Billiards Federation needs to pay attention to the countries hosting the tournament, must comply with the law, neutrality on political issues. This is also what the International Olympic Committee has proposed.”
