Build a national project
After the Politburo issued Conclusion No. 91-KL/TW, which included the content of "gradually making English the second language in schools", the Ministry of Education and Training coordinated with the Department of Education and Training of Ho Chi Minh City to organize a workshop to discuss solutions to achieve the above goal.
Based on that workshop, the Ministry of Education and Training advised and proposed to the Government to develop a national project with specific contents, clear people, clear work, clear time, clear products; including goals and implementation roadmap.
In the past time, units under the Ministry of Education and Training have actively developed the draft project, initially seeking advice and participation from all parties. The comments were quick, widespread, in line with practical requirements and feasible.
At the meeting, Director of the General Education Department Thai Van Tai said that, besides some issues that still have concerns, the draft is basically highly appreciated for its approach, clear and quantitative content, and convenience for localities in developing plans in their localities.
Opinions expressed at the meeting focused on discussing and giving comments on the draft Project related to guiding viewpoints, definitions, targets, standards, criteria, objectives, tasks, solutions, and funding for implementing the Project...

Implement urgently, seriously, methodically, even in a short time
Speaking at the meeting, Deputy Minister Pham Ngoc Thuong said that gradually making English the second language in schools is one of the key tasks set forth by the Politburo in Conclusion No. 91-KL/TW, which clearly states: "Focus on improving foreign language skills of students, gradually making English the second language in schools...".
Appreciating the Drafting Committee, the core unit being the Department of General Education and the sub-committees, and appreciating the comments of the experts, Deputy Minister Pham Ngoc Thuong emphasized the spirit of urgent and serious implementation, even though the time is short, it must be done methodically.
“Although it is “step by step”, we need to do it quickly, especially in the context of the country entering an era of growth, the role of foreign languages is very important for deep integration, so the speed needs to be faster,” the Deputy Minister emphasized.
Summarizing and discussing the comments, the Deputy Minister requested the Drafting Committee to absorb the comments to continue perfecting the draft Project; to have a conclusion of the meeting so that the sub-committees can implement it.
