It is expected that from 2025, higher education institutions will consider the academic records of candidates for the entire 12th grade; publicly announce the list of admitted candidates for early admission, and admit no more than 20%.

On November 22, the Ministry of Education and Training issued a draft circular amending and supplementing a number of articles of the regulations on university and college admissions for preschool education issued with Circular No. 08/2022/TT-BGDDT dated June 6, 2022 of the Minister of Education and Training.
No early admission more than 20%
According to the draft, the 2025 enrollment regulations are expected to have many notable amendments and supplements, including many changes in the organization of early enrollment by training institutions.
Specifically, training institutions can organize early admissions in an appropriate manner to select candidates with outstanding abilities and academic achievements.
Early admission quotas are determined by training institutions but do not exceed 20% of the quotas for each training major or group of majors (previously, Circular No. 08 did not regulate this).
At the same time, training institutions must ensure that the admission score for early admission (after equivalent conversion) is not lower than the admission score for the admission round according to the general plan.
The Ministry requires training institutions that conduct early admission to publicly announce the list of qualified candidates. The number of candidates announced as successful must not exceed the announced early admission quota of each training major and group of majors.
In addition, it is clearly stated that training institutions are not allowed to require candidates to commit to or confirm enrollment earlier than the general schedule in any form.
Admission must include the results of the second semester of grade 12
Regarding admission methods, the ministry requires that in case of using high school study results for admission, the candidate's entire 12th grade study results must be used.
As for the method of considering academic records, the Ministry requires that the subject combination used for admission include at least 3 subjects suitable to the characteristics and requirements of the training program, including math or literature with an assessment weight of at least 1/3 of the total score.
A training program, major, or group of majors can use a number of subject combinations at the same time for admission, in which case the common number of subjects in the combinations must have an assessment weight of at least 50% of the total score .
In previous years, many schools only considered transcripts from 3-5 semesters. Some education experts believe that schools that do not consider the second semester of grade 12 lead to students being negligent in their studies, causing negative consequences and unfairness in admissions.
Regarding the method of converting the scores for each program, major, and training group, it must be ensured that each candidate has the opportunity to achieve the maximum score, and at the same time, no candidate has a score exceeding the maximum score (including priority points, bonus points, and incentive points).
Changes in entry thresholds for teacher training and health sectors
According to the draft, the entrance threshold for teacher training and health care sectors that grant practice certificates for training admission methods also has many notable changes.
In which, the requirement is that the learning results in all 3 levels of high school must be good or higher or the high school graduation score must be 8.0 or higher. Previously, the regulation only required the learning results in grade 12 to be good or higher or the high school graduation score must be 8.0 or higher.
For the majors of physical education, music pedagogy, fine arts pedagogy; preschool education at college level and the majors of nursing, preventive medicine, midwifery, dental prosthetics, medical testing, medical imaging, and rehabilitation, the learning outcomes for all 3 years of high school must be good or higher or the high school graduation score must be 6.5 or higher (previously, this was only required for grade 12).
For candidates who have graduated from intermediate level or higher and are applying for university admission to teacher training majors and majors in the health sector with a practice certificate, the condition has also changed from grade 12 academic achievement to 3 years of high school academic achievement with a good grade (good level) or higher, or the average score of high school cultural subjects is 8.0 or higher.
