On the afternoon of September 12, Director of the Department of Secondary Education (Ministry of Education and Training) Nguyen Xuan Thanh and representatives of the Departments of Education and Training of Binh Duong, Dong Nai, Binh Phuoc, Ba Ria - Vung Tau, Tay Ninh, Can Tho and Da Nang City attended the scientific workshop "Building solutions to identify knowledge units and statistics of digital learning materials for the 2018 General Education Program", organized by the Department of Education and Training of Ho Chi Minh City.

Need to identify learning unit

Opening the workshop, Deputy Director of the Department of Education and Training of Ho Chi Minh City Nguyen Bao Quoc said that the General Education Program (GEP) 2018 with the goal of forming and developing qualities and capacities for students has created an important turning point in innovating teaching methods and testing and assessment in general schools.

“Recognizing the inevitable trend of the whole industry, Ho Chi Minh City has proactively implemented many innovative initiatives to apply technology to teaching, learning and educational management, aiming to standardize the teaching and learning process in a synchronous and consistent manner from the stage of preparing lectures, the direct teaching and learning process, testing and evaluating the results achieved during and after the lesson,” informed Mr. Nguyen Bao Quoc.

According to Chief of Office of the Department of Education and Training of Ho Chi Minh City Ho Tan Minh, through statistical data, the entire education and training sector of Ho Chi Minh City has built nearly 350,000 units of learning materials.

The representative of the Department of Education and Training admitted that currently, there are too many sources of learning materials on the internet, making it difficult for teachers to search for learning materials and not know which sources have been standardized.

Most of the shared learning materials are complete lectures, pre-packaged and uploaded to the system, and cannot be reused.

On the other hand, because it has not been systematized, the management agency cannot evaluate how the learning materials are applied, how teachers use them, and there is no data on students' usage behavior, thereby evaluating the effectiveness of the learning materials, and what capacity and qualities they contribute to the development of students.

From that reality, the Department of Education and Training of Ho Chi Minh City proposed to build a system to identify learning material units, as a basis for developing a shared learning material repository in the entire industry. When teachers create lessons, they can use individual learning material units in the shared repository, and apply additional information technology tools to create lessons to serve teaching needs.

Highly appreciating the proposal of Ho Chi Minh City, Associate Professor, Dr. Chu Cam Tho, Head of the Education Evaluation Research Department (Vietnam Institute of Educational Sciences) said that identifying learning data helps encode data, serving as a basis for converting digital data, thereby creating a "development path" of learning knowledge, serving the goal of program development.

In particular, the identification does not stop at technical requirements but needs to take into account other factors such as how teachers and students use it; regulations on indicators and criteria to help quantify what capacity the learner demonstrates.

Systematizing data helps provide more information for learners' learning records with higher reliability, through tracking usage, evaluating behavior, proficiency level, and effectiveness of using learning materials. This is one of the hidden variables that contributes to assessing learners' capacity.

Promote user initiative

Head of the Department of Education and Training of Thu Duc City Nguyen Thai Vinh Nguyen stated that in reality, teachers in the whole industry are very active in developing digital learning materials, but because there are no evaluation standards, management agencies cannot evaluate which learning materials are of good quality and which do not meet requirements.

The representative of the Department of Education and Training of Thu Duc City proposed that there should be two types of digital learning materials: complete learning materials so that teachers do not spend much time using them, but also individual learning materials to provide materials for teachers to proactively build lessons with their own creativity.

Associate Professor, Dr. Nguyen Xuan Thanh, Director of the Department of Secondary Education (Ministry of Education and Training) admitted that in the context of information technology development, teachers and students can search for a lot of information with just one click.

Therefore, a shared learning resource must not only meet the requirements of being sufficient but also be standardized, suitable for use, easy to access, capable of sharing and transferring, and at the same time save time for users.

The Director of the Department of Secondary Education highly appreciated Ho Chi Minh City's initiative in taking the lead in building a system of identification and assessment standards for learning materials, aiming to increase practical application, thereby improving the efficiency of using learning materials.

The learning materials that are built need to closely follow the content of the program of each subject. In the process of building learning material units, the system clearly differentiates the learning materials associated with what operational requirements, thereby forming what competencies for learners, meeting what requirements of the program.

Acknowledging all comments, Director of the Department of Education and Training of Ho Chi Minh City Nguyen Van Hieu said that the department will continue to complete the draft to build a system to identify learning materials units and complete the set of identification criteria.

After that, the organization consulted with experts and related units to complete the criteria set, creating a standard open learning resource to help improve the quality and effectiveness of digital transformation in schools.
