Ministry of Industry and Trade reviews and evaluates the results of implementing the biofuel blending roadmap

The Ministry of Industry and Trade has just concluded a meeting to review and evaluate the situation and results of implementing the biofuel blending roadmap according to Decision 53/2012/QD-TTg.


Previously, on September 19, 2024, at the headquarters of the Ministry of Industry and Trade, Deputy Minister of Industry and Trade Truong Thanh Hoai chaired a meeting to review and evaluate the situation and results of the implementation of the biofuel blending roadmap according to Decision No. 53/2012/QD-TTg dated November 22, 2012 of the Prime Minister. After listening to the reports of the units, Deputy Minister Truong Thanh Hoai concluded:

The Department of Science and Technology continues to preside over and coordinate with the Department of Domestic Market, the Department of Oil, Gas and Coal, the Institute of Food Industry and relevant functional units to review and evaluate the implementation and performance of assigned tasks in Decision No. 53/2012/QD-TTg; prepare reports, advise and submit to competent authorities for consideration of continuing to implement or adjusting Decision No. 53/2012/QD-TTg in accordance with the current practical situation, specifically as follows:

Develop and submit to the Ministry's leaders a decision to assign tasks to units including: Department of Science and Technology, Department of Domestic Market, Department of Oil, Gas and Coal, Department of Legal Affairs, General Department of Market Management, Department of Import and Export, Department of Industry, Ministry Inspectorate, Institute of Food Industry, Industry and Trade Newspaper, Industry and Trade Magazine to continue implementing activities to review and evaluate the situation and results of implementing the biofuel blending roadmap according to Decision No. 53/2012/QD-TTg.

Draft and submit to the Ministry's leaders for approval an official dispatch to the Ministries of Science and Technology, Agriculture and Rural Development, Planning and Investment, Finance, Transport, Information and Communications and other Ministries, branches, People's Committees of provinces and centrally run cities, Departments of Industry and Trade of 63 provinces and centrally run cities and related key enterprises and traders to report on the annual implementation results of Decision No. 53/2012/QD-TTg before November 15.

Draft a decision and submit it to the Ministry's leaders for approval on the decision to establish a Working Group to review and evaluate the implementation and performance of assigned tasks in Decision No. 53/2012/QD-TTg chaired by the Department of Science and Technology, in coordination with functional units under the Ministry to conduct surveys and work directly with ministries, branches, localities and enterprises related to the implementation results according to the Government's direction in Decision No. 53/2012/QD-TTg.

Develop plans and implement survey and assessment activities, work directly with relevant ministries, branches, localities, enterprises and key traders, and organize specialized seminars and conferences to review and evaluate implementation results and propose plans to synchronously implement Decision No. 53/2012/QD-TTg, Decision No. 49/2011/QD-TTg, Decision No. 893/QD-TTg, Decision No. 876/QD-TTg of the Prime Minister, Directive No. 09/CT-BCT of the Minister of Industry and Trade.

Develop and submit to the Ministry's leaders for promulgation of national technical regulations for biofuels that will be produced and circulated on the market in the coming time. Implement research on circular economy for the production, trading, use and environmental efficiency of biofuels.

Continue to deploy and carry out the contents and tasks of coordination with the US Grains Council and a number of other relevant organizations in the US, other organizations in the region and internationally in implementing activities to support review, research, application, production, improve communication capacity and promote biofuel development in accordance with the needs and practical situation in the country regarding biofuel development in Vietnam.

Deputy Minister Truong Thanh Hoai said that the Domestic Market Department will preside over and coordinate with the Import-Export Department, the Department of Petroleum and Coal of the Ministry of Industry and Trade and the Price Management Department (Ministry of Finance) to closely monitor developments in the world petroleum market and domestic production to advise on the management of petroleum prices, including bio-fuel, in accordance with regulations and to carry out the assigned tasks in Section 1 of Directive No. 09/CT-BCT on the consumption and use of bio-fuel (E5 bio-fuel); propose plans for the production or import of E100, production or import of raw materials for domestic production of E100.

In addition, the Deputy Minister assigned the Department of Oil, Gas and Coal to coordinate with the Department of Domestic Market, the Department of Science and Technology and relevant units to continue monitoring and reviewing the production and business activities of fuel ethanol factories to ensure the production and supply of fuel ethanol; develop reports and propose policies to support enterprises producing or importing E100 and blending bio-fuel.

At the same time, the Import-Export Department presides over and coordinates with relevant units to develop a report on the implementation results of trade policies for imported E100 and domestic E100 production materials, and send it to the Department of Science and Technology for synthesis and reporting to the Ministry's leaders.

The General Department of Market Management shall preside over and coordinate with relevant units to continue to strictly implement the instructions of the Ministry of Industry and Trade on strengthening inspection, supervision and promptly handling violations in the trading of petroleum, including biofuel; direct the Market Management Departments of provinces and cities to coordinate with local Departments of Industry and Trade to deploy professional measures, develop plans and schemes, conduct regular and unscheduled inspections of law compliance in petroleum and biofuel trading activities of enterprises; strictly handle acts of hoarding goods waiting for price increases, profiteering in petroleum and biofuel trading activities.

According to Deputy Minister Truong Thanh Hoai, the Ministry Inspectorate presides over and coordinates with relevant units to advise on the development, revision and implementation of the annual inspection and examination plan of the Ministry of Industry and Trade. In particular, it is necessary to strengthen the inspection and examination of compliance with legal regulations in petroleum trading activities, including biofuel, for petroleum traders nationwide to promptly detect and strictly handle violations according to regulations.

The Legal Department shall preside over and coordinate with relevant units to proactively review and propose regulations in legal documents in the field of petroleum business, including biofuel, that need to be amended and supplemented to suit the reality and provisions of current laws; preside over and coordinate with relevant units to strengthen the monitoring of law enforcement, propaganda and dissemination of regulations in the field of petroleum and biofuel business according to assigned functions and tasks.

The Institute of Food Industry presides over and coordinates with relevant functional units to develop and implement scientific and technological tasks as a basis for the development and promulgation of national technical regulations for biofuels and biogasoline expected to be produced and circulated on the market in the coming time, and to support biofuel production enterprises through testing, adaptation and transfer of new technologies.
