Ministry of Industry and Trade approves National Power Supply Plan for 2025

The Ministry of Industry and Trade issued Decision No. 3047/QD-BCT dated November 15, 2024 approving the Plan for electricity supply and operation of the national power system in 2025.

The approved plan aims to ensure safe and stable operation of the power system, meeting the electricity demand for socio-economic development as well as people's daily lives.

According to the decision, the national power system will be operated based on option 2, proposed in Official Dispatch No. 834/NSMO-PT+TTD dated November 15, 2024 of the Government. National Electricity System and Market Operation Company Limited (NSMO). At the same time, a contingency plan has been developed with specific measures to ensure electricity supply during the peak dry season months (April - July 2025) and to respond to unusual situations such as stacking incidents or natural disasters.

NSMO is responsible for accurately and transparently calculating input assumptions and publishing detailed operating plans to relevant units. NSMO must periodically update the power supply plan, report to the Ministry of Industry and Trade on unusual changes, and closely coordinate to effectively mobilize power sources, including renewable energy, to optimize the economic and technical aspects of the entire system. In case of a risk of affecting the power supply capacity, NSMO must report to the Ministry of Industry and Trade to promptly deploy adjustment solutions.

Vietnam Electricity Group (EVN) is required to play a leading role, coordinate with NSMO in system operation and control, ensuring stable and safe power supply. EVN must direct its affiliated units to develop detailed operation plans for each year, month, week and day, including in extreme situations, and report to the local Department of Industry and Trade when problems arise beyond its authority. EVN also needs to speed up the progress of key grid projects, coordinate with localities to resolve difficulties in site clearance, and strengthen equipment maintenance to ensure the highest availability of generators during the dry season. In addition, EVN must implement electricity saving measures and work with major customers to prepare load adjustment plans if necessary.

The Vietnam Oil and Gas Group (PVN) and the Vietnam Gas Corporation are responsible for prioritizing gas supply to gas-fired power plants, ensuring the efficiency of the gas-electricity chain. These units need to strictly comply with fuel supply contracts and accelerate investment in energy projects as planned. The Vietnam National Coal and Mineral Industries Group (TKV) and the Dong Bac Corporation must ensure adequate supply of coal of the right type for thermal power plants, and promptly repair and maintain generators to maintain continuous operation.

Power plant investors are responsible for ensuring primary fuel sources, fulfilling contractual commitments, and maintaining receiving infrastructure such as ports and warehouses. Units need to increase inspections and equipment repairs, focusing on improving the availability of generators, especially during peak periods.

The Department of Industry and Trade of provinces and cities coordinates with electricity companies to promote electricity saving, monitor and advise local authorities on managing electricity load demand. Electricity Regulatory Authority responsible for monitoring and periodically evaluating the implementation of the plan of NSMO, EVN and related units. This unit also needs to monitor and handle arising issues, not allowing legal or financial disadvantages to occur in international power purchase contracts.

In addition, other units such as the Department of Electricity and Renewable Energy, the Department of Oil, Gas and Coal, the Department of Energy Conservation and Sustainable Development, and the Office of the State Steering Committee for Energy Sector Projects are also assigned specific tasks to ensure the progress of power source and grid projects, supporting the balance of electricity supply and demand in 2025 and the following years.

With synchronous solutions and coordination between parties, the National Power Supply Plan 2025 will help stably operate the power system to meet the country's energy needs, promote sustainable development and improve people's quality of life.
