Ministry of Industry and Trade approves Project to build and promote the role of intellectuals in the Industry and Trade sector

According to the Minister of Industry and Trade, "The project to build and promote the role of the intellectual team in the Industry and Trade sector to meet the requirements of rapid and sustainable national development in the new period" has the following main contents:

Building and developing the intellectual team of the Industry and Trade sector must be closely linked to socio-economic development, the sector's development strategy and ensuring national defense and security and meeting the requirements of rapid and sustainable national development in the new period. At the same time, it must also be closely linked to the general guiding viewpoints of the Party and State on developing the intellectual team in the new period, specifically with the following viewpoints:

Intellectuals are a resource for sustainable development, an important factor determining the position and competitiveness of the country. Investing in the development of intellectuals is to build and consolidate the foundation of sustainable development, is the task of all levels and sectors and must be carried out regularly, implementing synchronous solutions to achieve the goal of developing intellectuals.

The intellectual team of the Ministry of Industry and Trade is a workforce of intellectuals, highly educated, with deep expertise in fields related to industry and trade, capable of independent and creative thinking; patriotic, ethical and revolutionary ideals, attached to the Party, State and nation; a force with an important role in the alliance of the working class and the peasantry under the leadership of the Party; responsible for pioneering, creating high-quality spiritual and material products for society, a special resource in the development of the knowledge economy, industrialization, modernization, international integration and the development of an advanced Vietnamese culture imbued with national identity; an important factor in improving people's knowledge, training human resources, nurturing talents, enhancing national intelligence and strength, making great contributions to the cause of innovation, building and defending the Fatherland.

Building a strong and comprehensive intellectual team is an investment in building and nurturing the "national spirit" and sustainable development; it is the responsibility of the Party, the State, the political system and society. Focus on developing the intellectual team of the Ministry of Industry and Trade both at home and abroad, have breakthrough mechanisms and policies to attract and promote intellectuals, especially elite intellectuals, leading experts and talents of the country; pay attention to training and nurturing the next generation of young intellectuals.

Respect and promote freedom of thought, academic freedom, and democratic practice in scientific research, technology, and innovation activities of intellectuals for the goal of a rich people, strong country, democracy, fairness, and civilization; create an environment, conditions, and motivation to promote the especially important role and contributions of intellectuals.

Developing the intellectual team is associated with implementing the goals, tasks and solutions of the 2021-2030 Socio-Economic Development Strategy and the development strategy of the Industry and Trade sector. Taking the development of the Industry and Trade sector as the basic destination of the intellectual team development work; determining the task of building the intellectual team according to the development goals and policy planning of the Industry and Trade sector; using the development results of the Industry and Trade sector to evaluate the work efficiency and contributions of the intellectual team...

Regarding the implementation, the Minister of Industry and Trade assigned:

The Department of Personnel Organization is responsible for synthesizing the implementation status of the Project; organizing the summary of the implementation of the Project and determining priority tasks and solutions by year and stage.

Preside over and coordinate with relevant units to propose and implement specific tasks related to the development of intellectuals in the Industry and Trade sector.

Department of Planning and Finance: Take the lead and coordinate with relevant units to guide the development and management of the implementation of budget estimates from the state budget to implement the objectives and solutions of the Project.

Department of Science and Technology: Take the lead and coordinate with relevant units to propose and develop mechanisms and policies to attract intellectuals to contribute to scientific and technological research activities of the Industry and Trade sector.

Departments, Bureaus, General Departments and units under the Ministry proactively develop and integrate the content on developing intellectuals with the development strategy of each field and each unit. Proactively organize the implementation of the objectives and solutions of the Project according to the authority and state management functions of the unit.

This Decision takes effect from the date of signing. The Chief of the Ministry Office, Director of the Department of Organization and Personnel, Heads of units under and directly under the Ministry and relevant agencies and organizations are responsible for implementing this Decision.
