Ministry of Industry and Trade merges and renames a series of departments, offices, and institutes

Conference overview

At the Conference, Director of the Department of Organization and Personnel Tran Quang Huy reported on the implementation progress of the Ministry of Industry and Trade. Accordingly, on December 4, 2024, the Ministry of Industry and Trade issued Decision No. 3191/QD-BCT to establish a Steering Committee to summarize the implementation of Resolution No. 18-NQ/TW, headed by the Minister of Industry and Trade.

On December 10, the Party Committee of the Ministry of Industry and Trade held a meeting with the participation of the Central Organizing Committee, the Central Inspection Committee, and the Central Internal Affairs Committee to discuss and agree on the draft summary of Resolution No. 18-NQ/TW, summarizing the implementation of functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade and the plan to arrange and streamline the organizational apparatus of the Ministry of Industry and Trade.

Regarding the proposed plan to reorganize the apparatus at the Ministry of Industry and Trade: End the activities of the Party Committees, establish the Party Committee of the Ministry of Industry and Trade directly under the Government Party Committee according to the requirements and plans of the Politburo. End the activities of the Office of the Party Committee, transfer the tasks to the Party Committee of the Ministry of Industry and Trade. Arrange and perfect the structure and organization of the departments under the Party Committee of the Ministry of Industry and Trade according to the instructions of competent authorities.

At the same time, reorganize the organizational structures of units under the Ministry: End the organizational model of the General Department of Market Management. Establish the Department of Domestic Market Surveillance Management based on the functions, tasks and organizational structure of the General Department of Market Management and the Domestic Market Department; transfer 63 local Market Management Departments to the People's Committees of provinces and cities and propose the model of the Market Management Sub-Department under the Department of Industry and Trade.

Merge the Electricity Department, Renewable Energy Department, Electricity Regulatory Department, the new unit name after the arrangement is expected to be the Electricity Department.

Merging the Department of Local Industry and Trade, the Department of Energy Saving and Sustainable Development, the Department of Science and Technology, the new Department name after the arrangement is expected to be the Department of Technology and Innovation.

Rename the Department of Planning and Finance to the Department of Planning, Finance and Enterprise Management. Transfer the function of synthesizing the local industrial and trade development situation of the local Industry and Trade Department to the Department of Planning, Finance and Enterprise Management.

Transfer the state management function for the field of small-scale industry and industrial clusters from the local Department of Industry and Trade to the Department of Industry.

For other units under the Ministry: Continue to research, organize, ensure streamlining, effectiveness, efficiency, and reduce internal organizations.

For public service units within the organizational structure: Merge the Central School of Training and Fostering Industry and Trade Officials into the Institute for Research on Strategy and Industry and Trade Policy.

Implementing the above plan, the number of focal points in the organizational structure of the Ministry of Industry and Trade will be reduced by 5 units (from 28 units to 23 units), or a 17.8% reduction in the number of focal points.

For public service units outside the organizational structure, arrange 8 colleges under the Ministry located in the provinces of Thai Nguyen, Phu Tho and Hanoi in 2024-2025 (reduce 4 colleges), as follows: Merge Thai Nguyen Industrial College into the College of Commerce and Tourism; merge College of Technology and Industrial Economics into Vietnam - Germany Industrial College; merge Phu Tho College of Industry and Trade into College of Food Industry; merge Hanoi College of Industrial Economics into College of Economics and Technology and Commerce.

Arrange 2 Institutes into 2 Universities as follows: Merge the Institute of Research, Design, and Manufacturing of Agricultural Machinery into the Vietnam-Hungary University of Industry; merge the Institute of Oil and Oil Plants Research into the Ho Chi Minh City University of Industry and Trade.

At the same time, the Ministry of Industry and Trade continues to study and develop a plan to arrange other public service units under the Ministry as requested by the Government Steering Committee in Official Dispatch No. 01/CV-BCDDTKNQ18 dated December 6, 2024, and complete and send it to the Ministry of Home Affairs before January 15, 2025 for synthesis and reporting to the Prime Minister for consideration and decision.

In addition, other organizations will continue to maintain the operations of the Office of the Inter-sectoral Steering Committee for International Economic Integration and the Office of the State Steering Committee for Energy Sector Projects to serve the operations of the two Steering Committees of the Government, while continuing to evaluate operations, research and arrange, ensure streamlining, effectiveness, efficiency, and reduce internal organizations.

For enterprises under the State Capital Management Committee managed by the Ministry of Industry and Trade in industries and fields, it takes over the function of representing the state capital ownership for 6 state-owned corporations and groups, including: Vietnam Oil and Gas Group; Vietnam Electricity Group; Vietnam National Petroleum Group; Vietnam Chemical Group; Vietnam National Coal and Mineral Industries Group; Vietnam Tobacco Corporation.
