Ministry of Industry and Trade officially 'rejects' proposal to establish Petroleum Retail Business Association

Document No. 512, signed by Deputy Director of the Department of Organization and Personnel (Ministry of Industry and Trade) Nguyen Ngoc Minh Huong on January 23, 2024, sent to Mr. Giang Chan Tay (Tra Vinh province).

According to the Ministry of Industry and Trade, the Ministry has received the application dated September 6, 2023 and the attached documents signed by Mr. Giang Chan Tay on behalf of the founding board, requesting the Ministry of Industry and Trade to recognize the Steering Committee for the establishment of the Vietnam Petroleum Retail Enterprises Association.

After studying the documents and regulations, the Ministry of Industry and Trade affirmed that it has not yet recognized the Steering Committee for the establishment of the Vietnam Petroleum Retail Enterprises Association with nationwide operations.

The reason, according to the Ministry of Industry and Trade, is that the provisions of Decree 45 of the Government on the organization, operation and management of associations, the conditions for establishing an association are "not overlapping in name and main field of operation with previously legally established associations".

Meanwhile, regarding the petroleum sector, there is now the Vietnam Petroleum Association "operating nationwide, covering the scope and main field of operation being petroleum as stated in the proposal of the founding board".

Therefore, the Ministry of Industry and Trade suggests that Mr. Giang Chan Tay and other members can join the Vietnam Petroleum Association and contribute opinions through the Vietnam Petroleum Association to protect their interests in business activities.

Previously, in September 2023, a group of petroleum retail enterprises established a Steering Committee to establish the Vietnam Petroleum Retail Enterprises Association, and held a meeting to launch the steering committee to establish the association in Ho Chi Minh City. According to petroleum retail enterprises, their business activities are always at a disadvantage, oppressed, and especially many regulations in petroleum trading are not only unfair but also disadvantageous to retail enterprises.

Wishing to establish an association of petroleum retail businesses with the purpose of "having a separate voice representing retail businesses"; protecting the interests of businesses and especially moving towards building a fair, transparent and stable petroleum market.

According to information from the group of businesses campaigning to establish this association, hundreds of petroleum retail businesses nationwide have submitted applications and requests to become members of the Vietnam Petroleum Retail Business Association, if the association is established.
