The Ministry of Industry and Trade has just sent a document to the Department of Industry and Trade of provinces and centrally-run cities, and Vietnam Electricity Group (EVN) to promote the implementation of Directive 20/CT-TTg of the Prime Minister on electricity saving in the period of 2023-2025 and the following years.
According to the report of Vietnam Electricity Group on the assessment of electricity supply in the peak months of the dry season in 2024 and the update of the electricity supply and operation plan of the power system in 2024, the national power system basically meets enough electricity for socio-economic development and people's needs for most of the year.
However, in the coming time, the work of ensuring electricity is forecast to face many difficulties, especially in the Northern region. In this situation, the Ministry of Industry and Trade has identified the use of energy economically and efficiently as an important and urgent issue, contributing to ensuring sufficient electricity for economic development and social life in the short term as well as in the long term.
Implementing the Prime Minister's Directive, the Ministry of Industry and Trade requests the Departments of Industry and Trade of provinces and centrally-run cities and Vietnam Electricity Group to strengthen the synchronous and thorough implementation of measures to use electricity economically and effectively, especially during the peak hot months (April, May, June and July) in 2024.
Accordingly, the Ministry of Industry and Trade requests the Departments of Industry and Trade of provinces and centrally run cities to coordinate with local Electricity Companies to monitor compliance with safe and economical electricity use by agencies, offices and enterprises in the area. Proactively coordinate with the Electricity Corporation and local Electricity Companies to promote propaganda about difficulties in supplying electricity to the national power system, especially for the North in 2024 so that the whole society understands and shares difficulties with the electricity sector, implements electricity saving, and uses electricity reasonably and effectively.
In addition, the Ministry of Industry and Trade requested Vietnam Electricity Group to assign targets, tasks and promote electricity saving to all affiliated units, officers, employees and workers with the goal of saving electricity by at least 2%/year compared to the same period last year.
At the same time, mobilize customer groups such as public offices, administrative agencies; organizations, public lighting management agencies, business and service establishments, especially production and business establishments, enterprises on the list of key energy users to sign commitments to implement electricity saving programs and targets according to the direction of the Prime Minister.
“Promote widespread communication to all customers about safe, economical and efficient electricity usage solutions through mass media, social channels...,” the Ministry of Industry and Trade noted.
Meanwhile, in order to ensure electricity supply solutions, Vietnam Electricity Group has issued Directive No. 1902/CT-EVN on strengthening the implementation of the Electricity Demand Management Program in 2024, in which the group requires Power Corporations and power companies to regularly monitor the load, research and forecast the exact load for electricity users to deploy DSM Programs with the goal of correctly implementing the available capacity announced by the National Power System Dispatch Center and implementing electricity saving in the management areas of the units.

From April 2024, regularly monitor and closely manage the electricity load chart of customers who have signed a commitment for 2024 (especially in April, May, June, and July), notify customers when the usage capacity exceeds the committed load chart (especially during peak hours), and request customers to comply with the signed commitment.
In addition, put customers who have signed commitments and agreements on electricity demand management (DSM) such as: saving electricity, implementing voluntary non-commercial electricity load adjustment (DR), reducing when the system requires, shifting electricity load and mobilizing on-site generators... into the list of priority customers and at the same time have appropriate customer care policies to create high support from customers when implementing DSM Programs.
According to EVN's forecast, in April 2024, the average daily electricity consumption of the entire system is expected to be 865.7 million kWh/day, an increase of 10% over the same period. System operation goal: Continue to ensure electricity production and supply for production, business activities and people's daily life. EVN assigns Power units to work directly with major customers to closely grasp customers' weekly electricity needs, implement load demand management programs, contribute to reducing peak capacity during peak hours of the power system, reduce grid overload and improve the efficiency of power system operations. |
