The Ministry of Industry and Trade has officially applied anti-dumping measures on some wind power tower products originating from China.
The Department of Trade Remedies (Ministry of Industry and Trade) said that on December 24, 2024, based on the conclusion of the investigation agency, the Ministry of Industry and Trade issued Decision No. 3453/QD-BCT to apply official anti-dumping measures for a period of 5 years on a number of wind power tower products originating from the People's Republic of China (China). The Decision takes effect 15 days after the date of signing and promulgation.
Accordingly, the Ministry of Industry and Trade decided to apply official anti-dumping measures against a number of wind power tower products originating from China under commodity codes (HS codes) 7308.20.11 and 7308.20.19, in case they are imported as a part of a wind power generator, they are classified under HS codes 8502.31.10 and 8502.31.20 (case code: AD 18).

In the Notice attached to Decision No. 3453⁄QD-BCT, the wind tower products subject to anti-dumping tax are part of wind generators, usually with a cylindrical steel structure. The wind tower is the part connecting the tower base and the wind turbine housing. This product is built on the tower base to support the wind turbine and blades, and has the effect of bearing the force during the operation of the wind generator.
In addition, the Final Investigation Conclusion of the Investigation Authority determined that there existed: Dumping of the investigated imported goods; the domestic industry was suffering significant injury; there was a causal link between the import of dumped goods and the significant injury of the domestic industry.
Official anti-dumping tax rates, specifically: Jiangsu Zhenjiang New Energy Equipment Co., Ltd. does not impose anti-dumping tax; Organizations and individuals producing and exporting goods originating from China, the anti-dumping tax rate is 97%.
Regarding the next procedures, the Notice clearly states that after Decision No. 3453/QD-BCT takes effect, the Ministry of Industry and Trade will coordinate with relevant management agencies to effectively inspect, monitor and supervise the implementation of the Decision based on the situation of imported goods subject to anti-dumping tax and goods that are likely to evade anti-dumping measures provided by customs authorities based on the provisions of Article 14 of Decree No. 10/2018/NQ-CP dated January 15, 2018 of the Government detailing a number of articles of the Law on Foreign Trade Management on trade defense measures.
