TPO - The Ho Chi Minh City Ring Road 3 project through Binh Duong province is racing against time, but is currently facing problems in the resettlement of those who have been evicted. To deal with this situation, the authorities have chosen a temporary budget allocation to support people's rent.
On August 23, the Management Board of Investment and Construction of Traffic Works in Binh Duong province said that the total land area recovered for the Ho Chi Minh City Ring Road 3 project through Binh Duong is more than 79.9 hectares; there are 1,529 cases affected.
The total investment of the project through Binh Duong is about 19,280 billion VND, of which the construction project is about 5,752 billion VND and the compensation and resettlement support project is 13,528 billion VND. The Ho Chi Minh City Ring Road 3 section through Binh Duong province is about 26.6km long. Of which, the Tan Van intersection is 2.4km long; the Binh Chuan - Saigon River section is 8.9km long; the section coinciding with My Phuoc Tan Van road is 15.3km long.
Up to now, component project 5, construction package 1 has completed the design and construction drawing procedures, and is currently clearing the site and constructing test piles. Construction package 2 has a construction volume of 23.57%. Construction package 3 alone has the lowest construction volume; 8.32% of the contract.

The entire route is focusing on resolving site clearance issues for the construction package 3 sections through An Thanh Ward (Thuan An City). Chairman of the People's Committee of Thuan An City Nguyen Thanh Tam said that this section has many cases that need resettlement.
According to Mr. Tam, out of 785 affected households, 177 cases are eligible for resettlement. Of these, 85/177 cases have been considered, leaving 92 cases. In Thuan An City, there are still more than 295.8 billion VND in cases that have not received compensation due to various reasons.
To speed up the progress according to the plan, when the people are owed resettlement, Thuan An city has flexibly proposed solutions. One of those solutions is to use the budget to support money for people to rent houses, stabilize temporary accommodation to hand over the land.
This solution was implemented because the resettlement work could not keep up with the project. In particular, the An Thanh resettlement area is expected to be completed in mid-June 2025.

Currently, Thuan An City is mobilizing people to receive compensation for cases that have been approved but have not received the money. "The city is speeding up the progress of the An Thanh resettlement area to have land to resettle households subject to complete clearance," said the head of Thuan An City government.
Previously, the Management Board of Traffic Construction Investment Projects of Binh Duong province proposed that the Provincial People's Committee direct units and localities to complete 100% of the project's site clearance work in August 2024.
According to the leaders of Thuan An city, it is expected that by the end of August or early September, the locality will let households draw lots to resettle, and at the same time hand over the site to the construction unit.

Recently, at a working session with leaders of Thuan An city, Binh Duong Provincial Party Secretary Nguyen Van Loi emphasized that the Ho Chi Minh City Ring Road 3 project received high support from Binh Duong people.
Therefore, the entire political system has joined in to make efforts to remove obstacles, support the people, and speed up the project progress. For the construction unit, Mr. Loi suggested speeding up the progress in the spirit of "overcoming the sun, overcoming the rain".
