Total investment adjusted to nearly 20 trillion
The Ho Chi Minh City Ring Road 4 project (section through Binh Duong province) has recently been approved by the Binh Duong Provincial People's Council with a Resolution adjusting and supplementing many investment targets, total investment, capital structure, project scale and implementation time.
Ho Chi Minh City Ring Road 4 starting point from Thu Bien Bridge
Accordingly, the total investment of this project was adjusted from over VND 18,247 billion to over VND 19,827 billion in the form of public-private partnership (PPP), an increase of VND 1,579 billion; of which, the State capital participation is VND 9,568.8 billion, accounting for 48.26% of the total investment.
Capital mobilized from investors is 10,258.5 billion VND, accounting for 51.74%, including interest during construction period of about 732.7 billion VND.
According to the Department of Transport of Binh Duong province, the Ho Chi Minh City Ring Road 4 project (section through Binh Duong province) will be built in phases, with unified management and operation work along the entire route.
This is the basis for investors currently managing the routes to be able to hand over management, maintenance and calculate operating costs, exploiting the invested routes in a reasonable and effective manner.
The goal is not only to facilitate inter-regional connectivity but also to promote socio-economic development and improve the efficiency of exploiting radial expressways being deployed in the key economic region of the South.
The Ho Chi Minh City Ring Road 4 project has a total length of 198km, passing through Ho Chi Minh City and four provinces of Dong Nai, Binh Duong, Long An, and Ba Ria - Vung Tau. The section passing through Binh Duong province is 47.85km long.
The starting point of the project (in Binh Duong) is at the Thu Bien bridgehead, located in Thuong Tan commune, Bac Tan Uyen district, Binh Duong province. The basic route follows the current Thu Bien - Dat Cuoc route (Km 64+500, according to the route of Ho Chi Minh City Ring Road 4 at the intersection of Ring Road 4 with the Thu Bien bridgehead in Binh Duong province).
The end point of the route is in the area before Phu Thuan bridge abutment in An Tay commune, Ben Cat town, Binh Duong (Km 111+950.69).
The section through Binh Duong province is divided into 4 investment lanes, 24.75m wide road surface, design speed from 100km/h.
13 bridges will be constructed along the route, including 7 longitudinal bridges and 6 cross-over bridges. Of these, there are 5 road overpasses, 5 intersection overpasses and 3 water overpasses. 60 cross-drainage culverts will be constructed, including box culverts and circular culverts.
The project will also construct 6 main toll stations and 3 branch toll stations, each with 4-6 ETC toll lanes.
Ready to deploy effective use of capital
Mr. Nguyen Van Loc, Chairman of Binh Duong Provincial People's Council, said that the medium-term capital source has been approved and fully arranged by the Provincial People's Council, ready for investment and disbursement.
Availability of capital is one of the important factors that help the project to proceed smoothly and achieve the set goals. The Provincial People's Council proposed to deploy the use of public investment capital effectively, ensuring the project progress according to the set plan.
Ring Road 4 project through Ben Cat city.
Ring Road 4 is a vital route after Ring Road 3, with the task of connecting the region, improving the efficiency of exploiting expressways and radial national highways; at the same time, connecting Long Thanh International Airport with provinces and cities in the Southern key economic region.
This project not only demonstrates the province's determination to successfully implement the Resolution of the 13th National Party Congress and the Resolution of the 11th Binh Duong Provincial Party Congress, but also makes an important contribution to the sustainable development of the Southeast region to 2030, with a vision to 2045.
Previously, at the 14th session, the Provincial People's Council passed many resolutions, including content related to public investment.
Specifically, the meeting passed two resolutions adjusting investment policies for key projects in the province.
Accordingly, it is necessary to supplement the commitment to allocate sufficient local budget capital to participate in the project and adjust the content of the budget capital structure to participate in the Ho Chi Minh City - Chon Thanh expressway project (section through Binh Duong province) under the public-private partnership (PPP) method.
For the Ho Chi Minh City Ring Road 4 project, the section from Thu Bien Bridge - Saigon River (phase 1), the additional clearance area for Thu Bien Bridge abutment is about 0.6ha, belonging to component project 1 of site clearance.
