On the morning of July 18, the Provincial Party Standing Committee held a conference to review 10 years of implementing Directive No. 40-CT/TW dated November 22, 2014 of the Secretariat on strengthening the Party's leadership over social policy credit.

Attending the conference were comrades: Ngo Dong Hai, member of the Party Central Committee, Secretary of the Provincial Party Committee; Nguyen Thi Hang, Deputy General Director of the Vietnam Bank for Social Policies (VBSP); comrades of the Standing Committee of the Provincial Party Committee; leaders of the Provincial People's Council and People's Committee; representatives of the Central Economic Committee and leaders of a number of departments, branches, districts and cities.
Immediately after Directive No. 40-CT/TW was issued, all levels, sectors and localities in the province have implemented it very vigorously and achieved many positive results. By April 30, 2024, the total operating capital of the Social Policy Bank, Provincial Branch reached more than VND 4,443 billion, an increase of 111.87% compared to December 31, 2014; of which the balanced capital transferred from the central government reached nearly VND 3,515 billion, an increase of 75.2% compared to December 31, 2014; the capital mobilized locally with interest rate subsidy from the central government reached more than VND 795 billion, an increase of 885.53% compared to December 31, 2014 and the capital entrusted locally reached more than VND 133 billion, an increase of 1,180.1% compared to December 31, 2014. Total lending turnover reached 15,288 billion VND, up 180.7% compared to 2014. Total debt collection turnover reached 11,069 billion VND, up 209.68% compared to 2014. Total outstanding loans reached 4,437 billion VND, up 111.84% compared to 2014 with 97,569 poor households and other policy beneficiaries borrowing capital. Credit quality is guaranteed, overdue debt in the entire branch by the end of April 2024 is only nearly 5 billion VND, accounting for 0.11% of total outstanding debt, down 0.03% compared to 2014. In just 10 years, policy credit capital has helped more than 110,000 households in the province overcome the poverty line, the poverty rate in 2015 was 2.9%, and by 2023 it was only 1.82%. After 10 years of implementing Directive No. 40-CT/TW, it has been affirmed that this is a correct, appropriate, practical, and breakthrough policy in directing the organization and implementation of social policy credit, thereby receiving the consensus and support of all levels, sectors, localities, and people.
Speaking at the conference, comrade Ngo Dong Hai, member of the Party Central Committee, Secretary of the Provincial Party Committee acknowledged, commended and highly appreciated the efforts of the entire political system in implementing Directive No. 40-CT/TW.
In the context that Thai Binh is promoting the implementation of solutions to successfully complete the goals and tasks set out in the Resolution of the 20th Provincial Party Congress and the resolutions of the Party Congresses at all levels, and at the same time preparing to enter a new development stage, the Provincial Party Secretary requested that Party Committees at all levels and the entire political system in the province have a fuller and clearer understanding of the purpose, significance, and requirements for social policy credit capital and related policies; continue to better implement Directive No. 40-CT/TW, in which Party Committees and authorities at all levels regularly pay attention to leading and directing the inclusion of the content and implementation results into the monthly, quarterly, and annual work programs, on that basis, correctly assess the reality and at the same time have appropriate and timely policies and measures for policy credit activities; pay attention to supplementing the entrusted capital to the Vietnam Bank for Social Policies to lend to the poor and policy beneficiaries in the area.
The Provincial Party Secretary also requested the Fatherland Front, socio-political organizations and relevant agencies to focus on improving the quality of social policy credit, paying real attention to borrowers to ensure that loans are put into practice and have sustainable effects; promptly detect problems, limitations and shortcomings in the implementation process at the grassroots level, thereby reporting and advising on effective solutions.

Emphasizing the humane significance of the Government's preferential credit capital, the Provincial Party Secretary requested the Provincial Branch of the Vietnam Bank for Social Policies to continue promoting the achieved results; continue to enhance the sense of responsibility, enthusiasm, and passion while closely following the province's policies to bring the Government's preferential credit capital to the right beneficiaries, promote the sustainable effectiveness of the capital, thereby actively contributing to the development of the province in the coming time.
The Provincial Party Secretary also affirmed his determination to more effectively implement Directive No. 40-CT/TW in the coming time; hoping that the Politburo, the Secretariat, the National Assembly, and the Government will continue to pay attention to leadership and direction, have increasingly more complete mechanisms and policies, and pay attention to the recommendations of localities, including Thai Binh; at the same time, hoping that the Bank for Social Policies will continue to pay attention, coordinate, and promptly support capital sources for the province, thereby helping the province have more resources for socio-economic development.
Comrade Nguyen Quang Hung, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, Head of the Board of Directors of the Provincial Bank for Social Policies, reported at the conference.
On this occasion, 29 collectives and 27 individuals with outstanding achievements in implementing Directive No. 40-CT/TW received certificates of merit from the Provincial People's Committee, certificates of merit from the Vietnam Bank for Social Policies and certificates of merit from the State Bank of Vietnam, Provincial Branch.
Comrade Nguyen Thi Hang, Deputy General Director of the Bank for Social Policies, presented certificates of merit from the Bank for Social Policies to collectives and individuals with outstanding achievements.
