Receiving the delegation from Nghe An province's leaders were comrades: Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation; Bui Dinh Long - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee and leaders of a number of departments and branches.

Expressing his joy at leading the delegation of Khammouane province to visit Nghe An province - Uncle Ho's homeland - to wish everyone a Happy New Year, comrade Van-xay Phong-sa-van sincerely thanked the Provincial Party Secretary Thai Thanh Quy and the leaders of Nghe An province for their thoughtful and brotherly welcome.

“Although Kham Muon and Nghe An do not share a border, the relationship between the two provinces is special,” said comrade Van-xay Phong-sa-van, adding that there is currently a President Ho Chi Minh Memorial Area in the province.

Every year, on President Ho Chi Minh's birthday, provincial leaders organize a flower and incense offering ceremony to commemorate him. This is also a place for locals and tourists to visit.

Comrade Van-xay Phong-sa-van suggested that Nghe An province send the Kim Lien Special National Relic Site to visit the President Ho Chi Minh Memorial Site in Kham Muon, and at the same time exchange and support additional information about Uncle Ho.

Comrade Van-xay Phong-sa-van congratulated Nghe An province on its socio-economic development achievements, the people's lives have been increasingly improved; especially the province has achieved many achievements in investment collection, high-tech agricultural development...

On this occasion, leaders of Khammouane province informed about some basic features of the local socio-economic situation; especially, this is one of the five provinces in Laos that have achieved budget autonomy.

Comrade Van-xay Phong-sa-van highly appreciated the friendly and cooperative relationship with Nghe An in recent times, including in the field of education and training when Nghe An annually helps Kham Muon train about 15 students.

With the desire to deepen the cooperative relationship between the two provinces, the Secretary and Governor of Khammouane Province proposed to organize a meeting between senior leaders of the two provinces in the coming time; thereby strengthening the connection between departments, branches, as well as between enterprises, promoting investment attraction.

In 2022, on the occasion of the 60th anniversary of the establishment of diplomatic relations and the 45th anniversary of the signing of the Laos-Vietnam Treaty of Amity and Cooperation, the Lao Government awarded the First Class Labor Medal to Nghe An province and authorized Khammouane province to award it. Comrade Van-xay Phong-savanh suggested that the leaders of Nghe An province agree and arrange a time to organize the awarding ceremony.

On the occasion of preparing to welcome the Lunar New Year of Giap Thin, the Secretary and Governor of Khammouane Province wished Nghe An province to develop more and more; wished the great friendship, special solidarity, and comprehensive cooperation between the two Parties and States in general and between Khammouane Province and Nghe An Province in particular to be forever green, everlasting, everlasting, ever-growing, and going deeper.

The head of Nghe An Provincial Party Committee shared his deep feelings that the relationship between the two provinces for a long time, especially since 1997 when they joined the APOTC Association (9 provinces using Route 8 and Route 12 of 3 countries Vietnam, Laos and Thailand), has become increasingly close and cohesive.

Provincial Party Secretary Thai Thanh Quy expressed his joy and said that he was very touched that in Khammouane province there is a Memorial Site of President Ho Chi Minh; at the same time, between the two provinces there are many activities of delegation exchange, information sharing, cultural and artistic exchanges and other activities related to economic development, education and training, in which Nghe An has received and trained a total of 31 international students for Khammouane province.

The Secretary of the Nghe An Provincial Party Committee affirmed that the high-ranking delegation of Khammouane province led by comrade Van-xay Phong-savan visited and extended New Year greetings to the province, further affirming the increasingly close and intimate relationship between Nghe An and Khammouane.

Provincial Party Secretary Thai Thanh Quy agreed with the opinion of the Secretary and Governor of Khammouane Province Vanxay Phongsavanh on studying to promote cooperation between the two localities; contributing to fostering the great friendship, special solidarity, and comprehensive cooperation between Vietnam and Laos, as well as promoting the development of the two provinces.

Regarding the opinions and proposals of the Secretary and Governor of Khammouane Province, Secretary of the Provincial Party Committee Thai Thanh Quy said that in 2024, the province will send a delegation of the Cultural sector, including the Kim Lien Special National Relic Site, to visit and work with the Cultural sector and the President Ho Chi Minh Memorial Site in Khammouane Province to exchange information and support additional documents and materials about Uncle Ho when he worked in Laos and internationally.

Regarding the noble award from the Lao Government to Nghe An province, comrade Thai Thanh Quy said that the province will immediately carry out the reporting process to the Central Government to receive it; at the same time, he hopes that the award ceremony will be associated with the activity that the Secretary and Governor of Khammouane province proposed to organize a high-level meeting between the two provinces.

Accordingly, Provincial Party Secretary Thai Thanh Quy proposed that the talks be held in Nghe An around the middle of this year; at the same time, he respectfully invited a high-ranking delegation from Khammouane province to attend; in which priority was given to adding leaders from the tourism, education, agriculture, trade and tourism businesses.

Sincerely thanking comrade Van-xay Phong-savan for his invitation, Provincial Party Secretary Thai Thanh Quy said that he and other provincial leaders will arrange to visit Khammouane province as soon as possible.

“I wish the relationship between our two provinces will become increasingly close, intimate and effective. I wish the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos will forever be green and sustainable,” emphasized Provincial Party Secretary Thai Thanh Quy.
