In the cultural field, Provincial Party Secretary Nguyen Doan Anh and members of the delegation inspected the Trinh Palace Relic Site project in Vinh Hung commune, Vinh Loc district; Trieu Tuong Mausoleum and Temple Relic Site in Ha Long commune, Ha Trung district; Ham Rong Conference Center in Ham Rong ward, Thanh Hoa city; and Le Dynasty Temple.

After the inspection, Provincial Party Secretary Nguyen Doan Anh had a working session and concluded: The project from Thanh Hoa City Center to Tho Xuan Airport is more than 34 km long, divided into 3 projects, started in 2019, currently, project 1 of the road from Thanh Hoa City Center connecting with the road from Tho Xuan Airport to Nghi Son Economic Zone, the section from Nhoi intersection to No Hen intersection has been completed, currently lacking a lighting system. Project 2 and project 3 are the roads connecting Thanh Hoa City with Tho Xuan Airport, the section from No Hen bridge to Provincial Road 514; The project of the road connecting Thanh Hoa City with Tho Xuan Airport, the section from Provincial Road 514 to the entrance to Tho Xuan Airport has not been completed, due to insufficient funding, suspended since 2021, the completion time is 2023, thus showing that the project has been prolonged.
Provincial Party Secretary Nguyen Doan Anh delivered a concluding speech at the meeting.
Regarding the project of National Highway 47 to Ho Chi Minh Road in Tho Xuan district, the construction has not been completed, there are about 300m left to be completed; regarding the road connecting 3 national highways with a total length of 19km, there are 5km left to be completed. Therefore, the Provincial Party Secretary requested that the sectors need to study and arrange capital sources to clear the land and implement the construction as soon as it is completed, to facilitate people's trade and local economic development.
Regarding cultural projects, the Provincial Party Secretary requested relevant departments, branches and localities to step up site clearance work, re-study the scale of the project to focus on key investment points, not spread out. Regarding the Trinh Palace Relic Site, Vinh Hung Commune, Vinh Loc District, it is necessary to re-study the planning in accordance with the investment conditions for restoration and upgrading, not to prolong it.
For the Trieu Tuong Mausoleum Relic Site, Ha Long Commune, Ha Trung District, the Provincial Party Secretary requested urgent site clearance, capital allocation and calling for socialization to focus on implementing each item and not leaving it unfinished.

Regarding the Ham Rong Conference Center, Provincial Party Secretary Nguyen Doan Anh requested that the relevant agencies study and advise the provincial leaders on a solution as soon as possible. Regarding the Le Dynasty Temple, the contractor should be directed to complete the construction to show gratitude to the ancestors in the cause of building and defending the country.
Through on-site inspection of project works, the Provincial Party Secretary requested the Provincial People's Committee, relevant departments, branches and localities to coordinate with investors and contractors to find solutions to resolve the issue so as not to affect people's lives. He assigned the Provincial People's Committee Party Committee to direct functional agencies and management boards to fully summarize the problems and difficulties of the projects to report to the Provincial Party Standing Committee.

Emphasizing the Central Government's drastic direction on handling projects that violate land use, Provincial Party Secretary Nguyen Doan Anh requested the Provincial People's Committee's Party Committee to direct departments and branches to review slow-implementation and wasteful projects to report to the Provincial Party Committee Standing Committee.
The Provincial Party Secretary emphasized: For projects that are still pending and slow to be implemented, departments and branches need to find solutions to implement them, not to let the situation drag on and affect people's lives. If any contractor is "weak" and not qualified, they must be resolutely replaced and the project must not be left unfinished. The Party Committee of the Provincial People's Committee shall direct the Provincial People's Committee to review the project. If the contractor is not qualified, they must recover capital in accordance with the provisions of law. The Department of Transport shall preside over adjusting projects due to increased site clearance costs to call for investment. The People's Committees of Trieu Son, Tho Xuan districts and Thanh Hoa city shall focus on solving issues related to site clearance, especially handling land use problems, not allowing arbitrary construction. The Department of Planning and Investment and the Department of Finance shall allocate capital for projects that are being implemented but are still unfinished to complete and promote the development of the province.
