The delegation was led by Comrade Lamphoi Si-ac-kha-chanh - Member of the Standing Committee of the City Party Committee, Vice Chairman of the People's Council of Vientiane Capital, Lao People's Democratic Republic.

Attending the meeting, Nghe An province had comrades: Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council; leaders of the Provincial Party Office, Provincial People's Council Committees, and the Department of Foreign Affairs.

Comrade Lam-phoi Si-ac-kha-chanh expressed his joy at visiting Nghe An province - the homeland of President Ho Chi Minh and meeting again with Secretary of the Provincial Party Committee Thai Thanh Quy and the provincial leaders; at the same time, he sent greetings from Comrade Anuphap Tunalom - Secretary of the Central Committee of the Lao People's Revolutionary Party, Secretary of the City Party Committee, Chairman of the People's Council, Head of the National Assembly Delegation of Region I, Vientiane Capital to Secretary of the Provincial Party Committee Thai Thanh Quy.

In an exchange with the Secretary of the Nghe An Provincial Party Committee, Comrade Lam-phoi Si-ac-kha-chanh informed about the results of the delegation's activities during the visit and work in Nghe An. In particular, through the discussion with the Nghe An Provincial People's Council, very useful and necessary experiences and lessons were shared for the activities of the Vientiane Capital People's Council.

The Vice Chairman of the People's Council of Vientiane Capital, Lao People's Democratic Republic also expressed his hope that through this working visit, he would contribute to strengthening the solidarity and friendship between the two localities; first of all, he would soon sign a Cooperation Program between Vientiane Capital and Nghe An Province.

Secretary of Nghe An Provincial Party Committee Thai Thanh Quy expressed his pleasure to meet again with comrade Lam-phoi Si-ac-kha-chanh and welcomed the delegation of the People's Council of Vientiane Capital to visit and work; at the same time, highly appreciated the results of the visit, thereby strengthening the close relationship between Nghe An province (Vietnam) and Vientiane Capital (Laos).

The Secretary of Nghe An Provincial Party Committee recalled the good impressions and memories during his visit and work in Laos last July, in which he highly agreed with comrade Anuphap Tunalom - Secretary of Vientiane City Party Committee on the implementation of the signing of the Cooperation Program between Nghe An province and Vientiane Capital.

Comrade Thai Thanh Quy hopes that the Vice Chairman of the People's Council of Vientiane Capital, in his position, will pay attention and support so that the program can be signed soon and implemented effectively.

The Secretary of the Nghe An Provincial Party Committee expressed his delight that the Standing Committee of the Nghe An Provincial People's Council and the working delegation of the Vientiane Capital People's Council had a very successful discussion and exchange of operational experiences, especially in supervising public investment and attracting investment; developing, reviewing and issuing resolutions; and experience in supervising the implementation of resolutions of the People's Council; and the organizational structure and operation methods of the district-level People's Councils.

He believed that the results of the discussion would contribute to improving the effectiveness and efficiency of the People's Councils of the two localities, contributing to the development of Nghe An and Vientiane Capital; at the same time, he hoped that experience exchange activities would be maintained regularly and expanded in many fields of work, contributing to strengthening and promoting the great friendship, special solidarity and comprehensive cooperation between the two Parties and the two States of Vietnam and Laos in general and between Nghe An and Vientiane Capital in particular.

Provincial Party Secretary Thai Thanh Quy informed the delegation about the situation of Nghe An province in the first 9 months of the year. Accordingly, despite the general difficult context of the international, regional and domestic situation, the province's socio-economic situation still has positive bright spots. Notably, investment attraction, of which FDI attraction reached about 1.3 billion USD; budget revenue reached about 500 million USD.

The Politburo issued Resolution No. 39-NQ/TW, dated July 18, 2023, on the construction and development of Nghe An province to 2030, with a vision to 2045. The Prime Minister approved the Planning of Nghe An province for the period 2021 - 2030, with a vision to 2050. These are political foundations and legal bases of special significance for the development of the province.

The head of Nghe An Provincial Party Committee affirmed that in the development process of Nghe An province, the role of the Provincial People's Council is very important. Since the beginning of the 2021-2026 term, the Provincial People's Council has held 15 sessions, including 10 thematic sessions to resolve regular tasks related to socio-economic development, ensuring national defense and security of the province; this is a new point in the activities of the Provincial People's Council.

Along with that, the Provincial People's Council has issued 247 resolutions to implement the province's socio-economic development goals; focusing on digital transformation and application of information technology to serve activities.

On the other hand, the Provincial People's Council pays great attention to activities of meeting voters and citizens; urging the settlement of citizens' complaints and denunciations, monitoring the handling process; conducting surveys and monitoring quite sensitive areas such as: Mineral exploitation, land, administrative reform;...

Therefore, the prestige and voice of Nghe An Provincial People's Council have increased; working together to solve problems with the Provincial People's Committee; thereby, demonstrating the unity in management and leadership of Nghe An's political system.

On behalf of the provincial leaders and the People's Council of Nghe An province, Secretary of the Provincial Party Committee Thai Thanh Quy respectfully thanked Comrade Lam-phoi Si-ac-kha-chanh and the working delegation of the People's Council of the capital Vientiane for their affection and arranging time to visit and work in Nghe An province - the homeland of the great President Ho Chi Minh, a close and loyal friend of the Party, State and People of Laos. He, together with President Cay-xon Phom-vi-han, Prince So-pha-nu-vong and previous generations of leaders, laid the foundation for the special relationship between Vietnam and Laos.

The Secretary of Nghe An Provincial Party Committee wished the great friendship, special solidarity and comprehensive cooperation between Vietnam - Laos in general, Nghe An and the capital Vientiane in particular to be forever green and sustainable.
