Closing of the 24th Session of the National Assembly Standing Committee

On the afternoon of July 14, at the National Assembly House, chaired by National Assembly Chairman Vuong Dinh Hue, the 24th Session of the National Assembly Standing Committee completed the proposed contents.

In his closing speech, National Assembly Chairman Vuong Dinh Hue said that in 2.5 working days, the 24th Session of the National Assembly Standing Committee completed all 7 contents of the proposed program. The National Assembly Chairman requested the Secretary General of the National Assembly to promptly issue concluding notices for relevant agencies to promptly organize implementation. In particular, the reception, revision to sign, ratify and promulgate the Resolution on the arrangement of administrative units at district and commune levels for the period 2023 - 2030 next week.

The National Assembly Chairman requested that the agencies of the National Assembly, the Government and relevant agencies continue to promote the spirit of coordination and careful preparation as in the past, contributing to the success of the regular session of the National Assembly Standing Committee in August and September, as well as the thematic session on law-making, the Conference of full-time National Assembly deputies and further the 6th Session of the 15th National Assembly.

Earlier, in the afternoon of the same day, the National Assembly Standing Committee summarized the 5th Session and gave initial opinions on preparations for the 6th Session of the National Assembly.

According to the assessment, after 23 days of serious, urgent and highly responsible work, the 5th Session was a great success, completing a large amount of work as planned, continuing to innovate and improve, increasingly meeting practical requirements. Notably, during the one-week break, the National Assembly Standing Committee still held meetings, directed the reception, and thoroughly explained the opinions of delegates to ensure the highest quality of the contents before submitting them to the National Assembly for approval.

Regarding the preparation for the 6th Session, Secretary General of the National Assembly and Head of the National Assembly Office Bui Van Cuong said that the National Assembly is expected to consider and pass 9 draft laws and give opinions on 8 other draft laws; consider and decide on socio-economic issues and the State budget for 2023 and 2024; consider mid-term assessment reports on the implementation of the 5-year plans for the 2021-2025 period on socio-economic development, economic restructuring, medium-term public investment, national finance and borrowing and public debt repayment; consider reports on the implementation of a number of resolutions on thematic supervision and questioning of the 14th National Assembly and from the beginning of the 15th term to the end of the 4th Session; supreme thematic supervision and other important issues. In particular, the National Marine Spatial Planning is the content that needs to be submitted to the National Assembly for consideration and decision to meet the requirements in the Resolution on the Socio-Economic Development Plan for 2022...

In terms of time, the National Assembly is expected to allocate more than 11 days for legislative work; 11 days for important issues; 1.5 days for opening, closing, passing laws, resolutions and reserves. The opening session of the 6th Session is expected to be held on Monday, October 23, 2023. The session will also be held in 2 phases.

Speaking, Permanent Vice Chairman of the National Assembly Tran Thanh Man said that dividing the session into two sessions is appropriate. The National Assembly has time to make adjustments, and delegates have time to return to resolve local issues. The arrangement of a conference room discussion on the summary report on resolving voters' petitions received consensus from National Assembly delegates and was highly appreciated by public opinion, voters, and people.

Minister and Head of the Government Office Tran Van Son emphasized that the 5th Session was a great success thanks to the direction, management and organization of the National Assembly Chairman. The National Assembly leaders conducted the session in a very scientific, democratic and flexible manner.

The agencies of the National Assembly and the Government have been proactive and have prepared very carefully the files and documents to ensure quality and progress. The work serving the session has also been prepared very scientifically, thoughtfully and safely. Immediately after the closing of the 5th Session, the Prime Minister assigned the Deputy Prime Ministers, Ministers, and Heads of agencies to urgently implement the Resolutions of the National Assembly.

The plan for the 6th Session has been basically agreed upon, expected to take place in about 23-24 days; opening on October 23 and closing in November 2023. Regarding preparations for the 6th Session, the Minister and Head of the Government Office said that the Prime Minister has assigned Deputy Prime Ministers and Ministers... to prepare and complete the Government's dossiers, documents, and submissions to submit to the National Assembly Standing Committee to ensure time and quality.

After listening to the opinions and concluding this content, National Assembly Chairman Vuong Dinh Hue emphasized that at the 5th Session, the National Assembly has completed a very large amount of work. The contents of the session were prepared very carefully, thoroughly, and responsibly by the National Assembly Standing Committee, National Assembly agencies, the Government, the Supreme People's Court, the Supreme People's Procuracy, relevant agencies and organizations; coordinated very well and smoothly; were conducted carefully and closely; promoted democracy, ensured publicity and transparency, and thus achieved a very high consensus of the National Assembly deputies.

Regarding the expected content of the 6th Session, the National Assembly Chairman said that it will be basically organized similarly to the 5th Session and according to the current regulations of the session.

Regarding the time the National Assembly is not in session between two sessions, the National Assembly Chairman noted to arrange a maximum of only 1 working week to resolve important issues.

National Assembly Chairman Vuong Dinh Hue requested relevant agencies and organizations to register the contents to be submitted to the National Assembly for consideration and decision by July at the latest. Especially the mandatory contents such as global minimum tax, legal review assessment report, national marine spatial planning, etc.

Also on the afternoon of July 14, under the direction of Permanent Vice Chairman of the National Assembly Tran Thanh Man, the National Assembly Standing Committee listened to a report on the initial results of the supervision of the National Assembly Standing Committee on "Implementation of Resolution No. 88/2014/QH13 and Resolution No. 51/2017/QH14 of the National Assembly on innovation of general education programs and textbooks".
