Provincial National Assembly delegates speak at the hall about citizen reception, handling of petitions and complaints of citizens

Continuing the session agenda, at 8:00 a.m. on November 22, at the National Assembly House, under the chairmanship of National Assembly Chairman Vuong Dinh Hue, the National Assembly discussed the results of receiving citizens, handling petitions and resolving citizens' complaints and denunciations in 2023. Vice Chairman of the National Assembly Tran Quang Phuong chaired the session.

Speaking at the meeting hall, delegate Dang Thi My Huong, Deputy Head of the National Assembly Delegation (NAD) of Ninh Thuan province, highly agreed with Report No. 665 dated October 24, 2023 on the results of receiving citizens, handling petitions and supervising the settlement of complaints and denunciations sent to the National Assembly from August 1, 2022 to July 31, 2023 by the National Assembly Standing Committee submitted to the National Assembly.

Delegate Dang Thi My Huong expressed her high agreement with the Report's comments: “Through the implementation of people's petition work, many pressing and prominent issues in society, difficulties and obstacles in the implementation of policies and laws in practice have been promptly reflected to make recommendations to competent authorities for research, consideration and resolution; many complicated and crowded cases have been thoroughly resolved by competent authorities, strengthening the people's trust in the Party and the State and demonstrating the role and responsibility of the National Assembly agencies, the National Assembly Delegation to voters and the people.

In addition, the Report clearly reflects the achievements, shortcomings and limitations of each task for each subject; the reflected figures are stated quite specifically. However, to resolve the limitations and difficulties mentioned in the report, there are only recommendations and proposals. In the Verification Report No. 2278 dated October 21, 2023 of the Law Committee on the Verification of the Government's Report on citizen reception, settlement of administrative complaints and denunciations in 2023, on page 13, it is assessed: "Some limitations, shortcomings and causes are problems that have existed for many years and have been stated in the Government's Reports in previous years, pointed out by the Law Committee in annual verification reports but have not been completely resolved yet". Regarding this issue, the Law Committee also provided very specific evidence in the appendices attached to the report. "Honestly, I am very concerned about this limitation," delegate Dang Thi My Huong expressed her opinion.

Therefore, delegate Dang Thi My Huong hopes that the National Assembly will issue a resolution stipulating specific tasks to promptly and thoroughly resolve the shortcomings and limitations that have been pointed out, but have been prolonged and slow to be resolved, in order to contribute to improving the quality and effectiveness of citizen reception, handling of petitions and letters, and monitoring the settlement of complaints and denunciations of citizens. This will also be the basis for National Assembly deputies, National Assembly agencies and citizens to have conditions to focus on monitoring the implementation of specific tasks of the subjects assigned by the National Assembly. Accordingly, it is also proposed to regulate the amendment of the Resolutions of the National Assembly Standing Committee stipulating citizen reception, handling of petitions and letters, and monitoring the settlement of complaints and denunciations of National Assembly agencies, agencies under the National Assembly Standing Committee, National Assembly delegations and National Assembly deputies. The report also pointed out 3 resolutions: Resolution No. 288 of the National Assembly Standing Committee from the 10th term, 1999; Resolution No. 694 of the Standing Committee of the National Assembly from the 12th term, 2008; Resolution No. 759 of the Standing Committee of the National Assembly from the 13th term, 2014. These Resolutions were issued a long time ago. The proposal to amend and supplement these 3 Resolutions has also been proposed many times.

According to delegate Dang Thi My Huong, the National Assembly's resolution also needs to stipulate specific tasks and time so that these resolutions can be soon studied and amended into a single resolution to unify regulations for convenient application and implementation. When reviewing, studying and amending legal provisions, it is necessary to pay attention to studying more specific regulations on the handling of petitions sent by citizens from other provinces to National Assembly deputies and National Assembly delegations; the current situation report also shows that this type of petition has been sent to many National Assembly deputies and National Assembly delegations. It is recommended that more specific regulations be reviewed to ensure a mechanism for National Assembly deputies and National Assembly delegations to handle this type of petition in a unified manner, in order to ensure the legitimate requests and rights of citizens.

It is necessary to study more specific regulations on the mechanism for handling petitions sent by citizens to the National Assembly Deputies and National Assembly Delegations to propose consideration, request/suggest that competent authorities reconsider and re-settle judgments and decisions of the prosecution agencies; cases that have been resolved by competent authorities for a long time, in accordance with legal regulations, reviewed and responded to many times but citizens still do not agree, citizens continue to pursue, request that the National Assembly Deputies and National Assembly Delegations should request competent authorities to reconsider and re-settle (because citizens believe that the National Assembly Deputies and National Assembly Delegations have the right to petition competent authorities to reconsider and re-settle).

To ensure mechanisms and legal regulations for National Assembly deputies and delegations of National Assembly deputies to properly handle this type of petition, it is also necessary to review, research, and consider specific regulations to ensure mechanisms for National Assembly deputies and delegations of National Assembly deputies to properly perform the work of receiving citizens, handling petitions, and supervising the settlement of citizens' complaints and denunciations; specific legal regulations are also conditions for citizens to share and agree with the handling of petitions by National Assembly deputies and delegations of National Assembly deputies.
