Also attending were members of the Provincial Party Standing Committee; National Assembly deputies of the province; Standing Committee of the People's Council, leaders of the Provincial People's Committee; delegates of the Provincial People's Council; leaders of departments, branches, sectors, and mass organizations of the province; Secretaries of district and city Party Committees; Chairmen, Vice Chairmen of People's Councils, Chairmen of People's Committees, Chairmen of Vietnam Fatherland Front Committees of districts and cities; and grassroots voters.

At the beginning of the meeting, delegates discussed reports and submissions in the hall. Through the discussion, delegates highly appreciated the strong direction and close coordination between the Standing Committee of the Provincial People's Council, the Provincial People's Committee and the sectors in preparing the meeting content.

In particular, the work of leadership, direction, preparation and organization of the vote of confidence for the position holders elected by the Provincial People's Council was highly focused, implemented carefully, publicly, strictly, in accordance with procedures and regulations, the results of the assessment of the level of confidence were correct, and were highly agreed and supported by voters and people. The activities of the Provincial People's Council and the Provincial People's Council delegates have had many innovations, affirming their role as the State power agency in the locality. The supervision activities of the Provincial People's Council, the Standing Committee of the Provincial People's Council, and the Committees of the Provincial People's Council have been strengthened, the supervision content is focused, and has received public attention and high appreciation.

Delegates basically agreed with the reports, projects, and draft resolutions presented at the session.

Regarding the Report on the implementation of the socio-economic development plan in 2023; directions and tasks for socio-economic development in 2024, delegates said that the Report of the Provincial People's Committee had closely, correctly, fully and comprehensively assessed all fields.

It affirmed that in 2023, despite many difficulties and challenges, with the leadership of the Provincial Party Committee; the drastic, specific, focused and key direction and management of the Provincial People's Committee; the consensus and participation of all levels, sectors, businesses and people in the province, the province's socio-economy continued to achieve many positive and comprehensive results with 12/15 main targets completed and exceeded.

In particular, in recent years and in 2023, the Provincial Party Committee, People's Council, and People's Committee have had many policies and devoted large resources to caring for policy beneficiaries and implementing social security work to improve people's lives.

Highly agreeing with the direction, targets and tasks for 2024, the delegates proposed: The Provincial People's Committee should focus on directing synchronous solutions, while focusing on key and key tasks to realize the goal of building Ninh Binh province into a Millennium Heritage City; pay attention to directing the development of criteria on cultural behavior of Ninh Binh people in communication, in performing public duties and doing business; focus on directing the arrangement of administrative units; strengthen solutions to handle units with debt, late payment, and evasion of social insurance payment; it is necessary to complete the dossier to request prosecution according to regulations; focus on directing the payment of basic construction debts, directing the review of the development and adjustment of medium-term and annual public investment plans of communes and towns...

Regarding the Report on the results of the work of the Standing Committee of the Provincial People's Council in 2023 and the key tasks in 2024: the delegates proposed that the Standing Committee of the Provincial People's Council issue regulations or draft a resolution to submit to the Provincial People's Council to stipulate criteria for evaluation, emulation and reward classification for Provincial People's Council delegates and take that result as one of the criteria for annual evaluation and classification of cadres and civil servants. This is also the content in which the delegates fulfill their commitments and promises to voters when campaigning for election.

Basically agreeing with the draft resolutions, delegates affirmed that these are issues arising from reality, from the requirements of development, from State management work and from the legitimate aspirations of voters and people in the province.

In addition, delegates gave specific comments on a number of provisions of the draft resolutions: The draft resolution stipulates a number of specific expenditure contents and levels for Preventive Medicine - Population work in Ninh Binh province. The draft resolution stipulates the titles of non-professional workers at the commune level; a number of regimes and policies for non-professional workers at the commune, village and residential group levels; the monthly support level for people directly participating in activities in villages and residential groups and the allowance level for people directly participating in work in villages and residential groups in Ninh Binh province.

In particular, in the discussion session at the hall, grassroots voters participated in the discussion. Accordingly, voters said that the activities of the Provincial People's Council in recent times have affirmed its role as a local State power agency, representing the will and aspirations of the people and voters.

The preparation for the meeting was thorough and careful in both content and form, and the quality was constantly improved, especially the opinions and recommendations of voters were synthesized, classified, considered and resolved effectively; the questioning and answering of delegates and members of the Provincial People's Committee were focused, without shirking, avoiding, or fearing responsibility; the resolution of the meeting was feasible and close to the requirements of life.

In particular, a number of very necessary and important contents were approved at the meeting, in line with the actual situation in the locality, contributing to improving people's lives such as: regulating the number of positions and allowances for part-time workers at the commune level, workers in villages and residential groups in the direction of streamlining the number and increasing the allowances accordingly; Resolution stipulating support policies for cadres, civil servants and public employees who quit their jobs at will in the province...

After the discussion in the hall, Chairman of the Provincial People's Committee Pham Quang Ngoc further explained and clarified a number of issues that delegates were interested in.
