Báo Dân trí•26/10/2024
(Dan Tri) - The Government has proposed three levels of handling aircraft violating airspace, including interception, escort, and forced landing. In case the aircraft does not comply, the military will deploy air defense operations.
The Government issued Decree No. 139 regulating procedures for intercepting, accompanying, and forcing aircraft to land in violation of Vietnam's airspace. The Decree takes effect from December 9. Handling aircraft violating airspace by sending military aircraft to "intercept" or "force landing" has long been applied by the Vietnam Air Force. However, Decree 139 provides detailed instructions on the procedures and procedures.

The Decree clearly states that aircraft are intercepted when they violate Vietnam's airspace. Meanwhile, aircraft are escorted when they violate flight permits. In the case of interception and escort, law enforcement aircraft will approach the violating aircraft from behind, left or right; then set a suitable speed and distance to ensure safety, emit signs, signals and actions; ensure that the pilot of the violating aircraft can receive the content of the message. After the violating aircraft receives the necessary information and stops the violation, the law enforcement aircraft will leave the area. Forced landing cases According to the Decree, aircraft will be forced to land at airports if: They are flying in Vietnam's airspace and are illegally interfered with, or violate Vietnam's airspace, are intercepted or accompanied but do not comply. At this time, the law enforcement aircraft will approach the violating aircraft, giving signals requesting (forcing) landing at the designated airport. This airport must meet the technical conditions to ensure that the violating aircraft can land. After the violating aircraft lands safely at the designated airport, the aircraft must force the aircraft to leave the area or land under the command of the military flight commander. The Decree stipulates that the force performing interception, escort, and forced landing flights are aircraft of units under the Ministry of National Defense, operating under the coordination of the force managing civil aviation activities. Based on the specific situation of each type of violating aircraft and the violating area, the competent authority shall decide to use the force on combat duty in the appropriate area to conduct interception, escort, and forced landing flights. When the violating aircraft does not comply with the command of the law enforcement aircraft, there is a risk of causing insecurity to important targets or affecting national defense and security, the handling shall be carried out according to the regulations on handling air defense combat situations of the Ministry of National Defense.
