On the afternoon of August 1, at the Department of Education and Training of Thai Binh, Mr. Pham Cong Dich, Deputy Chief Inspector of Thai Binh province, chaired the announcement of the decision to inspect the implementation of policies, laws and assigned tasks and powers for the Department of Education and Training of Thai Binh, the Director of the Department of Education and Training of Thai Binh and related organizations and individuals in organizing the entrance exam for grade 10 of high school, school year 2024 - 2025.
According to the decision, the inspection period is 20 working days from the date of announcement of the inspection decision.
The inspection team consists of 11 members, led by Mr. Pham Cong Dich, Deputy Chief Inspector of Thai Binh province.
Ms. Pham Thi Hong Hanh, acting head of the Inspection Department, Complaints and Denunciations Settlement Department 3, Provincial Inspectorate, as deputy head of the delegation.
In his directive speech, Mr. Pham Cong Dich, Deputy Chief Inspector of Thai Binh province, requested that during the inspection process, relevant individuals and groups urgently and seriously provide records and documents; and assign a focal point to work with the inspection team.
Members of the delegation and individuals and units being inspected must ensure state secrets during inspection activities.
In particular, Mr. Dich asked the delegation members to speed up the work progress, working on Saturdays and Sundays to ensure the progress of the inspection.
Previously, on the morning of July 30, the People's Committee of Thai Binh province sent a document to the Provincial Inspectorate, Provincial Police, Department of Home Affairs, Department of Information and Communications regarding a surprise inspection of the organization of the entrance exam for grade 10 high school, school year 2024-2025 in the area.
According to the document, the People's Committee of Thai Binh province received a petition from citizens and public opinion reflecting irregularities in the exam scores in the 10th grade high school entrance exam, school year 2024-2025 in the province.

On the evening of July 31, the People's Committee of Thai Binh province issued a decision to temporarily suspend Mr. Nguyen Viet Hien, Director of the Thai Binh Department of Education and Training, from July 31 to serve the inspection of the organization of the 10th grade high school entrance exam. The suspension period is 15 days.
During the inspection, Mr. Hien is responsible for providing full information and relevant documents as requested by the head of the inspection team and competent authorities, ensuring compliance with legal regulations.
On the same day, the People's Committee of Thai Binh province issued a decision assigning Mr. Pham Van Nghiem, member of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee, to be in charge of managing the activities of the Thai Binh Department of Education and Training during the time Mr. Nguyen Viet Hien was temporarily suspended from work.
Parents write complaint after 10th grade exam score review
The 10th grade entrance exam in Thai Binh province took place from June 6 to 8. On June 16, students started looking up their exam scores and found that their scores were unusually low. Many parents and students then submitted appeals.
The review results showed that many candidates (mainly candidates applying to Thai Binh High School for the Gifted and Nguyen Duc Canh High School - the top schools in the province) had their initial announced scores in literature and math at only 2-4 points, but after the review, they increased to 8-9.5 points.
There was a case where a candidate's math exam score for grade 10 was announced to be only 3.75 points, but the re-examination result increased it to 9.5 points (a difference of 5.75 points).
Regarding this incident, representatives of some parents whose children took the 10th grade entrance exam in Thai Binh province for the 2024-2025 school year filed a complaint against Mr. Nguyen Viet Hien - Director of the Department of Education and Training of Thai Binh province - and those involved in the admission work in the 10th grade entrance exam.
