On the evening of January 20, Tan Uyen District Police (Lai Chau Province) announced that they had initiated a criminal case, prosecuted the accused, and issued a temporary detention order for Ha Thi Nhan and Hoang Thi Thanh Thuy for the crime of Loan sharking in civil transactions, to continue investigating and expanding the case.

The police identified the defendant Ha Thi Nhan as the principal of a kindergarten in Khao Mang commune, Mu Cang Chai district, Yen Bai. From June 2022 to February 2023, the defendant Nhan lent money 18 times to Mr. M., Director of Toan Ngoc Company (Tan Uyen) and many other individuals with interest rates ranging from 365 - 2,555%/year, illegally profiting hundreds of millions of dong.

Because Mr. M. was no longer able to repay the debt and did not pay interest, around mid-December 2023, Nhan hired a group of young men with "bad" backgrounds in Lao Cai province to come to Mr. M.'s house and workplace to threaten him mentally with the aim of collecting debt, causing insecurity in the community.

During the investigation of the case, Tan Uyen District Police executed an emergency search warrant, an emergency detention warrant, and an emergency arrest warrant against Hoang Thi Thanh Thuy (born in 1976, residing in Mu Cang Chai District, Yen Bai Province) for the act of lending at high interest rates in civil transactions.
