The Investigation Police Agency of Ha Dong District Police (Hanoi) has detained 7 suspects to investigate the act of "forging seals and documents of organizations".
Those detained include Nguyen Van Quan (35 years old), Nguyen Tat Duong (31 years old), Nguyen Anh Tuan (32 years old), Dao Van Thanh (28 years old), Tran Minh Quang (22 years old, all residing in Hanoi), and Do Hoang Long (25 years old, from Son La).
At around 7:30 a.m. on December 24, the Yen Nghia Ward Police Task Force (Ha Dong) discovered a suspicious person and conducted an administrative check on a young man riding a motorbike, carrying a briefcase containing many health examination papers without the examiner's information. Quan admitted that the documents were fake and were on their way to be delivered to customers. Ha Dong District Police have investigated and clarified this network.
According to the investigation, around the beginning of December, the group of Quan, Duong, Tuan, and Thanh worked as freelance motorbike taxi drivers.
This group was hired by Zalo account users "Cam Tu Cau", "Soi" (name, address, phone number unknown) to deliver fake health certificates and health certificates from Bach Mai Hospital, E Hospital, Transport Hospital...
These people agreed to charge customers 180,000 VND for A3 health certificates with a photo, 130,000 VND for no photo; and 80,000 VND for A4 health certificates.
Quan delivers to customers the Cau Giay route. Duong delivers to customers the Ha Dong, Nam Tu Liem routes. Tuan delivers to customers the Ngoc Hoi, Thanh Tri routes. Thanh delivers to customers the Long Bien route.
When successfully delivering to customers, Quan, Duong, Tuan, Thanh are paid 25,000 VND/order, at the end of the day they will close the order and transfer the money to "Cam Tu Cau".
Around 5-6am every day, "Wolf" sends information about customers ordering health check-ups to the Zalo group including "Cam Tu Cau", "Wolf", and Quan.
The army will then divide the customers by route and send them to Duong, Thanh, and Tuan's Zalo group.
At around 7:30 a.m., Quan rode his motorbike to the entrance of alley 60 Duong Khue (Mai Dich, Cau Giay) to receive a fake health certificate and medical examination certificate from a motorbike taxi (the paper had been filled in with the examination results, signed, stamped by the hospital, and only did not include the name of the examiner).
Having the "goods", Quan returned to his room to divide them among Duong, Tuan, and Thanh to deliver to customers. For this task, Quan was paid an additional 100,000 VND/day.
In addition, when a customer places an order, Quan texts "Sói", "Sói" makes a fake one and orders a motorbike taxi for Quan to deliver to the customer.
During the search of the group's residence and workplace, the police seized many related exhibits.
