Regarding the case of abuse of an 85-year-old woman at Trang Khuyet Inn, Mr. Nguyen Van Lam - Deputy Director of the Department of Labor, Invalids and Social Affairs of Ho Chi Minh City said that on April 22, the Department and the Department of Labor, Invalids and Social Affairs of District 8, District 12 and Hoc Mon District inspected the branches and facilities of Trang Khuyet Charity and Social Protection Fund One Member Co., Ltd. (address at 102/42 Cong Quynh, Pham Ngu Lao Ward, District 1).
Through inspection, the facilities did not have operating licenses; the conditions of facilities and human resources, social assistance standards, and care and nurturing costs were not in accordance with regulations.
Mr. Nguyen Van Lam - Deputy Director of the Department of Labor, Invalids and Social Affairs of Ho Chi Minh City informed about the case of abuse of an 85-year-old woman at Trang Khuyet Inn.
“To operate in accordance with regulations, Trang Khuyet Charity and Social Protection Fund One Member Co., Ltd. must register to establish new social protection facilities according to Decree No. 103/2017/ND-CP and Circular No. 33/2017/ND-CP; prepare documents according to regulations and send them to the Department of Labor, Invalids and Social Affairs or the Department of Labor, Invalids and Social Affairs for appraisal and issuance of operating licenses according to regulations,” Mr. Lam requested.
Mr. Lam affirmed: Trang Khuyet Charity and Social Protection Fund LLC operates in the field of social protection, therefore the Company must carry out procedures and documents for competent authorities to grant operating licenses according to Decree No. 103/2017/ND-CP dated September 12, 2017 of the Government.
It is worth mentioning that although the Department of Labor, Invalids and Social Affairs inspected the company since April 2022 and requested that it supplement and complete the required application documents, for more than a year, the company has not completed the application documents and continues to operate.
Up to now, there are still 2 shelters of this company: Moonlit Inn in District 8, which is taking care of 12 elderly people and Saigon Bao Dung Shelter (Tan Binh District), which is taking care of 35 elderly people, although they still do not have a license to operate social protection.

Previously, on May 23, social media posted many clips recording a weak old woman being cursed, beaten, and kicked by a man at the Moonlit Inn. During the beatings, the man pointed at the old woman and shouted "go in, I said go in", despite the old woman's pleas and explanations.
The clips circulating on social media have made many people angry at the man's cruel attitude and behavior.
As soon as the information was received, the People's Committee of Thanh Loc Ward coordinated with the police to set up a working group to be present at the facility to prepare a profile, collect information and documents related to the incident. The working group found signs of crime and reported to the District 12 Police.
The Ho Chi Minh City Police Department has directed the District 12 Police to urgently verify and investigate. Based on the initial documents collected, the District 12 Police have summoned Huynh Van Gioi (born in 1954, residing in Thanh Loc Ward, District 12) to the police station for questioning.
At the police station, Huynh Van Gioi confessed to beating and scolding Ms. VTT (born in 1938, permanent residence in Ben Tre province) and many other elderly people at the Trang Khuyet facility many times.
Although Gioi knew that Mrs. T. and the other old people were old and weak, always dependent on Gioi materially and mentally, he still beat and scolded them.
Out of frustration with Huynh Van Gioi's frequent beating of elderly people living at the boarding house, a former resident used his phone to record it, then posted it on social media with the hope of sharing and requesting that Huynh Van Gioi be punished.
Currently, the Investigation Police Agency of District 12 Police has issued a Decision to prosecute the case, a Decision to prosecute the accused and an Arrest Warrant to temporarily detain Huynh Van Gioi for the crime of "Torturing others".
