On the morning of October 19, the Standing Office of the National Steering Committee for Natural Disaster Prevention and Control held a meeting to inform and direct proactive response to storms and floods in the Central region.

Speaking at the meeting, Mr. Mai Van Khiem - Director of the National Center for Hydro-Meteorological Forecasting said: "It is likely that by the morning of October 21, storm No. 5 will gradually weaken into a low pressure area. Also due to the impact of cold, dry air, the storm's intensity is forecast to weaken rapidly. The obtained parameters show that the circulation of storm No. 5 is highly likely not to make landfall."

According to the Director of the National Center for Hydro-Meteorological Forecasting, from morning to noon and afternoon of October 20, the circulation of storm No. 5 combined with the cold air mass in the North is moving south, causing the risk of thunderstorms and strong gusts of wind in the northern area of ​​the Gulf of Tonkin.

Colonel Tran Dinh Sau, representative of the Office of the Committee for Natural Disaster Response and Search and Rescue, said that in strictly implementing the Prime Minister's Official Dispatch No. 950 and Official Dispatch No. 15 of the National Steering Committee for Natural Disaster Prevention and Control, the Ministry of National Defense has directed agencies and units in the area to participate in the search and rescue of 13 victims missing at sea.

"The units have mobilized 15 ships to actively search. Currently, the victims have not been found and the search is still continuing urgently," said Colonel Tran Dinh Sau.

According to Colonel Tran Dinh Sau, to proactively respond to tropical depressions/storms and floods in the Central region, the Ministry of National Defense actively coordinates propaganda, calls, and counts ships and boats to take shelter from storms. In the regions, there are nearly 290,000 soldiers, militia and more than 30,000 vehicles ready to respond to storms and floods.

"Continue to prepare forces and means to focus on response, be ready to evacuate people to ensure safety. Proactively establish a working group to supervise response work," said Colonel Tran Dinh Sau.

"In the storm area in Quang Ninh - Hai Phong, there are many tourist boats, rafts, and watchtowers... so we need to pay special attention and respond when there is a high risk of thunderstorms and strong gusts of wind," Mr. Pham Duc Luan noted.

The Chief of Office of the National Steering Committee for Natural Disaster Prevention and Control, Director of the Department of Dyke Management and Natural Disaster Prevention and Control requested the National Center for Hydro-Meteorological Forecasting to focus on closely monitoring the developments of tropical depressions, storms, and rain situations, proactively providing information to the National Steering Committee for Natural Disaster Prevention and Control and related units to direct timely disaster response.

The Border Guard Command in coordination with the Department of Fisheries (Ministry of Agriculture and Rural Development) continues to organize the counting and notify owners of vehicles and captains of ships and boats operating at sea of ​​the location, direction of movement and developments of the tropical depression so that they can proactively avoid, escape or not move into dangerous areas.

The Department of Irrigation coordinates with the Ministry of Industry and Trade to inspect, review, and ensure the safe operation of reservoirs and downstream areas, especially small hydropower reservoirs and important irrigation reservoirs under construction.

Ministries, sectors and localities are mobilizing forces and means to continue searching for the 13 fishermen missing at sea. For the rescued fishermen, authorities need to ensure food, medical care and safety.

Ministries and branches, according to their assigned functions and tasks, direct measures to be ready to respond when bad situations occur; prepare forces and means for rescue when required, in which the Ministry of Transport shall direct the work of ensuring safety for transport ships; direct timely handling of incidents, ensuring traffic on main routes...
