According to the National Center for Hydro-Meteorological Forecasting, at 4:00 a.m. on July 28, the center of storm No. 2 was located at about 23.4 degrees North latitude, 118.9 degrees East longitude, about 120km South-Southeast of Fujian (China). The strongest wind near the center of the storm was level 13-14 (134-166km/h), gusting to level 16.

The storm then moved northwest at a speed of 20 km/h. At 4:00 p.m. on July 28, the center of the storm was at approximately 25.9 degrees North latitude and 117.8 degrees East longitude. The strongest wind near the center of the storm was at level 8, gusting to level 10.

Dangerous areas affected by the storm: North of latitude 20.5 degrees North; East of longitude 116 degrees East. The northeastern area of ​​the North East Sea has a level 3 natural disaster risk.

The storm continued to move at a speed of 20 km/h in a North-Northwest direction and gradually weakened. At 4:00 a.m. on July 29, the storm was located at about 28.6 degrees North latitude, 117 degrees East longitude; the strongest wind was below level 6.

Due to the influence of the storm, the northeastern sea area of ​​the North East Sea has stormy rain, strong winds of level 6-7, near the storm center strong winds of level 11-13, gusting to level 15; rough seas; waves 3-5m high, near the storm center 7-9m.

On July 28, the North and Thanh Hoa regions will experience localized heat. The region from Nghe An to Quang Ngai will experience heat, with some areas experiencing severe heat with the highest temperature commonly ranging from 35-37 degrees Celsius, some areas above 37 degrees Celsius; the lowest relative humidity commonly ranging from 55-60%. From July 29, the heat in the Central region will gradually ease.

Due to the effects of hot weather combined with low humidity in the air, there is a risk of explosions and fires in residential areas due to increased demand for electricity and the risk of forest fires.

In addition, heat can also cause dehydration, exhaustion, and heat stroke to the human body when exposed to high temperatures for a long time. Warning of natural disaster risks due to heat: level 1.

During the day and night of July 28, the Northwest and Viet Bac regions will have moderate rain, heavy rain and thunderstorms, locally very heavy rain with common rainfall of 40-70mm, in some places over 100mm.

The Northeast region and the Northern Delta, Thanh Hoa, Nghe An have rain, moderate rain and thunderstorms, locally heavy rain with common rainfall of 20-40mm, some places over 80mm (heavy rain concentrated in the evening and at night). From July 29, heavy rain in the Northern region will gradually decrease.

From July 28-29, the Central Highlands and the South will have moderate rain, heavy rain and thunderstorms, locally very heavy rain with common rainfall of 50-100mm, some places over 150mm (heavy rain concentrated in the afternoon and night).

In addition, in the late afternoon and evening of July 28, the South Central region will have showers and thunderstorms, locally heavy to very heavy rain with rainfall of 10-30mm, in some places over 50mm.

Moderate and heavy rain in the Central Highlands and the South is likely to last until around July 30, with common rainfall of 30-50mm, in some places over 80mm.

Regions during the day and night of July 28: The Northwest region will have moderate rain, heavy rain and thunderstorms, locally very heavy rain; thunderstorms may include tornadoes, lightning, hail and strong gusts of wind. The lowest temperature is 22-25 degrees Celsius, some places below 22 degrees Celsius. The highest temperature is 30-33 degrees Celsius, some places above 34 degrees Celsius.

The Northeast region has rain, moderate rain and thunderstorms, locally heavy rain; the Viet Bac region has moderate rain, heavy rain and thunderstorms, locally very heavy rain; thunderstorms are likely to have tornadoes, lightning, hail and strong gusts of wind. The lowest temperature is 24-27 degrees Celsius. The highest temperature is 32-35 degrees Celsius.

Hanoi capital has intermittent sunshine during the day; in the afternoon and at night there will be rain, moderate rain and thunderstorms, locally heavy rain; in thunderstorms there is a possibility of tornadoes, lightning, hail and strong gusts of wind. Provinces from Thanh Hoa to Thua Thien-Hue will have hot days, with some places experiencing severe heat; showers and thunderstorms in the late afternoon and evening, with rain and thunderstorms in some places, especially in Thanh Hoa-Nghe An, with moderate rain and thunderstorms, with heavy rain in some places; thunderstorms are likely to cause tornadoes, lightning and strong gusts of wind. Southwesterly winds level 2-3. Lowest temperature 25-28 degrees Celsius. Highest temperature 34-37 degrees Celsius, with some places above 37 degrees Celsius.
